About this file

This is a Request for Statement of Qualifications (RFSQ) document issued by South Jordan City, Utah, for the pre-qualification of construction contractors to perform various municipal construction projects over a two-year period. The City seeks to select at least five qualified contractors through a two-step process, with this document constituting the pre-qualification phase. The scope of work encompasses three primary categories: Streets (curb and gutter installation/removal/replacement, concrete work in alleyways/parks/roadways, ADA ramp installation, sidewalk work, and asphalt patching); Storm Water (repair, installation, replacement, and removal of box-inlets, manholes, storm pipes, spillways, basins, underground chambers, wells, ditches, streams, pump stations, and treatment structures); and Water (emergency waterline repairs, water main replacement/installation, meter and PRV vault work, canal check dams, weir replacement, and pump house work). Individual task orders shall not exceed $250,000. Once pre-qualified, contractors will be invited via email to submit quotes for specific projects as they are identified. No specific response deadline or bid opening date is provided in this document; those details are referenced as being posted on the BONFIRE procurement portal at https://utah.bonfirehub.com/. All submissions must be made electronically through BONFIRE, and the City reserves the right to reject any or all qualifications and to re-advertise if deemed in the City's best interest.

Contractors must demonstrate a minimum of five years of experience in construction services similar in nature and scope to the work described, with documented knowledge of APWA, South Jordan City, and UDOT standards. Required documentation includes a Statement of Qualifications portfolio (up to five pages), contractor contact information, copy of contractor's license, and proof of Workers Compensation and General Liability Insurance with minimum coverage of $2,000,000 combined single limit per occurrence and $3,000,000 aggregate. The evaluation committee will score submissions based on Experience & Minimum Requirements (60% weight), Prior Projects & Performance (30% weight), and Staff Qualifications (10% weight). No pricing or cost estimates are requested during this pre-qualification phase. Awards will be made to the highest-scoring responsive contractors, with a minimum of three pre-qualified contractors required to be willing to quote services; failure to maintain this minimum will result in the City issuing a new RFSQ. Once qualified, the City will award individual construction services to the lowest responsive quote received from the qualified contractor pool.

South Jordan City desires to select at least five construction companies, hereinafter referred to as “Contractor”, to be qualified for a period of two years to participate in a quote process to perform various construction-related projects citywide, not to exceed the amount of $250,000 per task.

The process is a two-step process. This step is the pre-qualification phase. Once qualified, the selected Contractors will be invited to a quotation process via email as jobs are identified.

II. SCOPE OF SERVICES

South Jordan City is seeking to pre-qualify at least five Contractors, for a period of two years who will submit quotes to perform work identified by City staff. The City projects are anticipated to include, but are not limited to:

· Streets Curb and gutter installation, removal, and replacement; concrete installation, removal, and replacement in alleyways, parks, or roadways; ADA ramp installation, removal, and replacement; sidewalk installation, removal, and replacement; and asphalt patching or repair.

· Storm Water Repair, installation, replacement, and removal of any of the following: box-inlets, manholes, storm pipe (ADS, concrete, metal, etc.), spill-way, storm basins, underground chambers, wet\dry wells, ditches or streams, pump stations, or treatment structures.

· Water Emergency waterline repairs, water main replacement or installation, meter or PRV vault work, canal check dams, weir replacement or installation, and pump house replacement or installation.

Qualified Contractors should have the necessary skills and experience to perform the work described above, and have demonstrated knowledge of APWA, South Jordan City, and UDOT standards.

The pre-qualification process is mandatory for all those interested in providing quotes for South Jordan City construction-related projects. This process includes reviewing and scoring the information listed in Section IV. Pre-Qualification Requirements submitted by the Contractor regarding qualifications, experience, similar jobs, availability, verification of licenses, bonds, and insurance coverage.

The following information is intended to provide responders with basic information regarding minimum requirements. It is not intended to limit a Contractor’s content or exclude any relevant or essential data therefrom. Contractors are encouraged to expand upon the specifications to demonstrate their service capabilities.

The Contractor shall submit all reports to the City electronically, in an ADA-compliant format, and in a format approved by the City.

III. MINIMUM QUALIFICATIONS

The City has sole discretion to determine whether to permit any modification or withdrawal of the Bid per the City’s Purchasing Policy.

VII. REVIEW CRITERIA

A committee comprising at least four members will review and evaluate all submitted Statements of Qualifications by Contractors using the following criteria:

1. 60% – Experience & Minimum Requirements:

Scoring will be based on how well the Contractor’s experience meets the requirements in Section IV (Pre-Qualification Requirements 1a) and their ability to perform work similar to that described in Section II (Scope of Services). Points will be awarded for Contractors with at least five years of experience in construction services of similar size and nature, demonstrated experience across all project categories, qualified staff with experience in all required areas, and knowledge of APWA standards, City standards, and UDOT requirements.

2. 30% - Prior Projects & Performance: Scoring will be based on the Contractor’s experience performing work in each category similar to the work described in Section II Scope of Services, including projects listed in the Contractor’s Statement of Qualifications Portfolio, the similarity of prior projects listed in the Contractor’s portfolio to the current needs of the City as described in Section II, and any prior experience with South Jordan City. Include the final amount of each prior project along with any non-client-initiated change orders for the projects. Points will be awarded for listing relevant projects in each of the three categories identified in Section II.

3. 10% - Staff: Scoring will be based on the experience and qualifications of job superintendents, project managers, and other personnel and their years of experience performing work similar in size and scope to work outlined in Section II.

VIII. AWARD

The City intends to select at least five of the highest scoring Contractors that most closely meet the criteria established in this RFSQ. The top-rated Contractors selected will be added as pre-qualified Contractors for the City. A minimum of three pre-qualified contractors must be willing to quote services requested; otherwise, the City will generate a new RFSQ to solicit additional Contractors to the current pool.

Once qualified, Contractors will receive emailed Requests for Quotes by the Purchasing Coordinator as projects are needed. On-site meetings may be required depending on the complexity of the job and whether a plan set is available. Quotes must be received by the deadline specified in the request; otherwise, it will be disqualified. The City will award the requested construction services to the lowest quote out of the responsive quotes received. If only one quote is received, the Project Manager can re-quote the requested construction services, seek a bid exception per the City’s Purchasing Policy, or release the quote request as a Request for Bid (RFB) or a Request for Proposal (RFP).

IX. PROTECTED INFORMATION

1. All bids are subject to the Government Records Access and Management Act (GRAMA) Utah Code Ann., Subsection § 63G-2-101 et seq.

2. If Contractor believes any information should be held confidential for business reasons, Contractor must submit a written claim of business confidentiality for that particular information and include a specific statement of the reasons supporting the claim pursuant to Utah Code Ann. § 63G-2-305(2)(c).
