About this opportunity
The Massachusetts State Lottery Commission (MSLC) has issued Request for Response (RFR) 2205 seeking proposals from companies able to provide bet slips and/or thermal paper for use with the MSLC's lottery betting terminals as part of its wagering system. The RFR covers two categories - Category I for bet slips and Category II for thermal paper, with bidders able to respond to one or both. The RFR outlines detailed technical specifications for the products, including format, paper stock, printing, packaging, and delivery requirements. Bidders must submit pricing and samples as part of their responses, which are due by March 31, 2022. The MSLC intends to award a three-year contract with options to extend for two additional one-year periods. While the RFR estimates annual volumes of approximately 150 million bet slips and 200,000 thermal paper rolls, the MSLC does not guarantee minimum or maximum quantities during the contract term.
The RFR encourages participation in the Supplier Diversity Program, but the prime contractor's own contract dollars cannot be counted towards the Supplier Diversity Plan. Pricing must remain firm for the entire contract period, and the MSLC reserves the right to obtain pricing and performance information on bidders from other sources. While the RFR does not list any incumbent vendors, it notes the MSLC's preference for recycled paper and the ability to consider alternative paper options if the preferred uncoated offset paper is unavailable. The RFR also allows for single or multiple vendor awards, with the MSLC reserving the right to contract with a primary and secondary supplier for the ticket stock and bet cards.
