About this opportunity

The City of Fort Worth is requesting quotes for data center infrared scanning services on an as-needed basis under RFQt 26-0289, with quotes due September 18, 2026. This solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025.

Bidders must demonstrate a minimum of five years of experience in infrared inspections on electrical infrastructure and must submit a Small Business Enterprise Certificate if applicable. Required personnel include a certified thermographer and two journeyman electricians; all work must be reviewed by a master electrician and comply with OSHA and NFPA 70E standards.

The scope encompasses annual infrared scans of electrical panels and related equipment at four designated locations: Computer Room at 200 Texas Street, the 911 Center at 3000 W. Bolt Street, 6801 Bowman Roberts Road, and 2900 Alta Mere Drive (which permits inspection of up to 16 additional panels as determined from site drawings). Detailed inspection reports identifying anomalies, hot spots, temperature deviations, and potential failure points must be delivered within 45 days of scan completion, accompanied by a corrective action plan with prioritized recommendations and repair strategies.

The initial contract term is one year with options to renew for up to four additional one-year periods under the same terms and conditions, provided neither party provides 90 days' notice of non-renewal. The City reserves the right to make multiple awards and add or delete locations based on operational needs. Pricing must remain firm for the contract term; price adjustments are permitted only annually upon 90-day written notice and substantiation of cost increases. Quotes are evaluated on a lowest responsive and responsible bidder basis, considering unit price, total quote price, terms and discounts, delivery date, vendor experience and past performance, and the City's assessment of vendor responsibility. The City is exempt from federal excise and state sales tax; tax must not be included in quoted pricing, and all freight and delivery charges must be included in unit pricing. Successful bidders must register for direct deposit, with payment on Net 30 terms. Quotes remain open for 90 calendar days following opening.
