About this opportunity

The Washington State Department of Corrections is issuing RFQQ K13991 to solicit bids for DOJ-certified PREA (Prison Rape Elimination Act) auditing services across six correctional and community facilities throughout Washington State, with bids due July 8, 2026 and a pre-bid conference on June 24. A mandatory qualification filter: bidders must hold U.S. Department of Justice PREA certification and demonstrate compliance with 28 CFR 115.401-115.405.

The scope spans PREA audits at Olympic Correction Center (Forks), Eleanor Chase House RC (Spokane), Brownstone RC (Spokane), Longview RC, Olympia RC, and Tacoma RC. Year 1 audits occur in September and October 2026; Year 2 audits in October 2027. DOC may award up to six contracts, one per facility, each with an initial 24-month term. Bidders may submit proposals for all facilities or individual locations and must identify DOJ-certified PREA Auditor(s) for each facility, subject to DOC approval. Pricing shall be a single maximum blended hourly rate per facility, inclusive of all expenses and costs except travel, which the state reimburses at its then-current Office of Financial Management rates. Bids must remain firm for 150 days from due date.

Evaluation weighting: Business Requirements Form 10%, Auditor Requirements Form 60%, pricing 30%, with the lowest-cost bidder receiving maximum points and remaining bidders allocated proportionally. Questions are due June 25, 2026; answers posted June 27. The Apparent Successful Bidder will be announced July 23, 2026, with contract execution anticipated by August 18.

DOC encourages participation by small businesses, veteran-owned businesses, and MWBEs with aspirational subcontractor participation goals of 5% each category, though no minimum participation is required and evaluation will not be based on MWBE status. All bids must be submitted via email; late submissions are automatically disqualified. Required insurance includes commercial general liability ($1 million per occurrence / $2 million aggregate), professional liability ($2 million), cyber and technology professional liability ($2 million each), and business automobile liability ($1 million per occurrence / $2 million aggregate).
