About this opportunity
The Texas State University System, on behalf of Sul Ross State University (SRSU), is seeking qualifications from Design/Build firms for the Fine Arts Facilities Expansion and Museum of the Big Bend Renovation project to be located on the University's campus in Alpine, Texas, within Brewster County. The selected Design/Build firm will be responsible for the full design and construction of the proposed improvements, which include renovations, deferred maintenance, and functional/operational changes to support the current fine arts programs in art, music, and theater. The project has a Design/Build Budget Limitation of $19.3 million and a Construction Cost Limitation of $17 million. Prospective Design/Build firms must submit their qualifications by September 13, 2023, and the Owner may select up to 5 firms for further interviews on October 3, 2023. The selected firm will be required to use the Owner's web-based project management software and complete the design, obtaining the Owner's approval, before proceeding with construction.
The RFQ outlines specific evaluation criteria, including the Design/Build team's qualifications, past performance, scheduling and cost control abilities, safety management, and warranty support. The RFQ also details requirements related to Historically Underutilized Businesses (HUB) participation, state licensing, insurance, prevailing wage rates, and other compliance matters. The project will be funded through the Capital Construction Assistance Projects (CCAP) funds allocated to the university, and the selected firm will be required to provide performance and payment bonds covering the entire project value. The RFQ does not provide details on set-asides, incumbents, or specific funding sources beyond the CCAP funds.
