About this file
This document is an Addendum No. 2 to a Request for Qualifications (RFQ) issued by The Texas State University System on behalf of Sul Ross State University for Design-Build services for the Fine Arts Facilities Expansion and Museum of the Big Bend Renovation project in Alpine, Texas. The RFQ deadline has been extended to September 13, 2023, at 2:00 p.m. CDT. The project has a construction cost limitation of $17 million and will require the selected Design-Build firm to provide performance and payment bonds covering the entire project value. The RFQ outlines the project planning schedule, with key milestones including the interview of shortlisted respondents on October 3, 2023, the request for phase two information on October 5, 2023, and the anticipated contract execution on November 27, 2023. The RFQ also clarifies that the HUB Subcontracting Plan for design services can be fulfilled by including HUB certified engineering or consultant firms on the design team, not just the architect.
The RFQ is seeking qualifications for a Design-Build firm to provide services for the Fine Arts Facilities Expansion and Museum of the Big Bend Renovation project on the Sul Ross State University campus in Alpine, Texas. The project is located in Brewster County and is being funded by the Texas State University System. No additional details about pricing, set asides, incumbents, or funding sources are provided in the addendum.

I. GENERAL:
A. Page 6 of 29, SECTION 1.5.2 DEADLINE AND LOCATION: The Submittal deadline has been extended to September 13, 2023. The time and location remain unchanged. This date change should be made to the following Sections:
1). Cover Sheet 2). Sections 2.4.4
B. Below are the questions that were presented along with answers to each in relation to this RFQ prior to the August 22, 2023, 12:00 p.m. deadline:
1. Question: The requirements of the RFQ are extremely lengthy and detailed. We would like to respectfully request an extension to the bid date in order to have additional time to address all of the questions as well as gather all of the information from the Architects, Engineers, and Subcontractors and consolidate them.
Answer: The deadline for submittal of Qualifications has been extended to 2:00 p.m. on September 13, 2023. Please refer to the revised Project Planning Schedule included in this Addendum No. 2, for other revised milestone dates.
2. Question: The construction cost limitation is set at $17M. However, the work is to be performed at different facilities. Is the intent to award one single contract for the $17M and request performance and payment bonds for the overall amount? Or will the project be broken down into single contracts, with individual performance and payment bonds required per facility?
Answer: The Design-Build Contractor Agreement resulting from this solicitation will cover the scope of the entire Project. The Security, Payment, and Performance Bonds will need to cover the entire value of the Construction Cost Limitation.
3. Question: The RFQ calls for a HUB subcontracting plan for the "Design" services. Is the intent that we bring a State HUB certified Architect, or can this requirement be satisfied with HUB certified engineering (consultant) firms?
Answer: The HUB Subcontracting Plan for Design services covers the Architect/Engineer’s (A/E’s) scope of services. We require that A/Es make a good-faith effort to incorporate HUB firms into their team. There is no requirement that the Architect is a HUB, and this requirement can be fulfilled by consultants to the architect. The basic requirement is that a good-faith effort is made to include HUB firms on the A/E team. HUB firms can be architects, engineers, or any other consultant on the design team.
