Facility Programming and Consulting Strategic Space Plan for Fine Arts at Final Document - July 2023 Sul Ross State University Page 1.1

INTRODUCTION

Facility Programming and Consulting (FPC), was engaged by the Texas State University System to provide a Strategic Space Plan for Fine Arts at Sul Ross State University (SR) to help inform the disbursement of the Capital Construction Assistance Projects (CCAP) funds allocated to the university.

This effort is intended to recommend renovation, deferred maintenance, and functional / operational changes to support the current campus Fine Arts programs needs.

The project scope is organized in two components - 1.) Initial Findings / Data Collection and 2.) Recommendations. The former is the focus of this document and will establish the wants / needs for the planning and recommendations for the use of allocated CCAP funds for Sul Ross State University. The funds will provide required maintenance and space modi-fications to existing facilities to support current enrollment in Art, Music, and Theatre. Information presented in this document is compiled from user meetings, facility tours, and Facility Condition Index (FCI) reports pro-vided to the university by Sightlines. Items regarding or referencing the Master Plan, existing building inventory and floor plans, and space usage were provided by Sul Ross; additional information was also gathered from the university website at www.sulross.edu.

The Texas State University System and the Sul Ross State University Executive Team will serve as the decision makers and provide oversight for this project. They will approve all final decisions.

Final Document - July 2023 Sul Ross State University Page 1.2 and Sciences, Education, Professional Studies, Animal Science, Natural Resource Management and many others. The opportunities are endless for students who make the decision to enroll at Sul Ross.

Over the next several years, the university plans to work on increasing enrollment in its Fine Arts programs. Sul Ross would like to build upon existing programs, recruiting more students in the areas of arts and music.

Updating, renovating, and providing new state-of-the-art facilities through this effort will assist the university in this process.

During initial user meetings and discussion with the Sul Ross leadership, the following goals were noted to be of importance when preparing pro-ject recommendations for the campus:

§ New and / or renovated spaces should be state-of-the-art and draw students to the programs. Campus spaces should be inspirational and aspirational. Current spaces are old and dated and can hurt student recruitment.

§ An opportunity exists to capitalize on the historic university aesthetic of several of the existing buildings; however, there are real challenges as how to adapt these buildings to meet current educational needs (i.e. maintenance, acoustics, structure).

§ Additional space shall be provided for theater to include a scene shop, costume shop, storage, and a black box. Existing outdoor lodge amphitheater requires upgrades and renovated support spaces.

ADA access, drainage, parking, sound booth, and restrooms require attention.

§ Look at affordability of Kokernot Lodge in terms of use / reuse of its spaces. Provide necessary maintenance on the building including roof and HVAC replacement.

§The existing Fine Arts Building has been outgrown by its users. The music and band programs would like more small choral group spaces, additional practice rooms, organized storage with a music library, and space for choir robes.

§The art program would like individual studio space for each component of their programs; ceramics, printmaking, painting, watercolor, drawing, etc. In addition, the current Art Annex has water infiltration issues, an unfinished kiln, and drainage issues in the outdoor kiln area.

§ Social spaces for students, equipped with the latest technology, that create, enhance, and support learning communities are desired. As the university moves forward, more flexible learning environments are envisioned, in addition to the traditional teaching modalities.

EXISTING CONDITIONS

During the user meetings and tours with each discipline of the Fine Arts department, their needs and wants were expressed in terms of physical space to support existing programs. These meetings identified the follow-ing buildings to be considered and evaluated during this study, Francois Fine Arts Building (FAB), Art Annex, Industrial Technology Building (IT), Kokernot Lodge, Kokernot Lodge Amphitheater, and the Scene Shop at Kokernot Park Area. This assistance would be in the form of renovations, additions, or completely new construction. The projects, while intended to enhance the current Fine Arts programs, will also address needed acces-sibility, mechanical, electrical, plumbing, and other building upgrades and maintenance needs.

The following is an initial findings report on the visible condition, usage, and identified building corrections that are needed. This report is not intended to be a comprehensive study of each building, rather what was observed at the time of the campus tour in December of 2022 and related by uni-versity representatives.

Final Document - July 2023 Sul Ross State University Page 1.4

Francois Fine Arts Building (FAB)

The Francois Fine Arts Building (FAB) was constructed in 1950. The building houses various components of the Department of Fine Arts. The building was last renovated in 1980 to better support the arts with classrooms, labs, an art gallery, and the studio theater. The building also contains music practice rooms, offices, a costume shop, and other support spaces. The building, as a whole, has a deferred maintenance backlog of $3.8 million.

While the FAB has been well maintained, the building still presents a need for some upgrades and renovations. This project is proposed to address several of these needs. The current mechanical system has pneumatic con-trols; discussions with facilities personnel indicate this building should be transitioned to a Digital Direct Control (DDC) System. The flooring of the building while in good condition, due to its age, may contain asbestos mastic; this is not been confirmed at the time of this writing. Accessibility to the building is from the rear parking lot. The front entry to the building on the quad area does not have a ramp into the building. In addition, any building renovations may require some or multiple existing building con-ditions to brought to current code.

In terms of operation / function, the existing building may be able to accommodate some of the previously identified needs of the Fine Arts department. Minor renovations, flexible spaces, and adjustments in sched-uling are a few of the ways some of the needs may be met. An example is the use of the first floor lab that has been designated for use only by one course, watercolor. There is currently insufficient layout space or storage, so students compositions, (“wet” paintings) are left on the tables. This lim-its the usage of the room to only the watercolor painting class.

The band space is also used by the choral group. During the last renovation the floor was tiered. This renovation, while needed at the time, resulted in the room becoming less flexible than originally planned. If the tiered floor was removed and the ceiling raised, the band area could accommodate additional members and more functionality within the space. The sup-porting spaces located directly adjacent to the band hall provide storage areas and an office. Relocation of these spaces could allow the band hall to be enlarged. Opportunities will be further explored and reviewed dur-ing Phase (2) Recommendations.

The university art gallery is located along the first floor corridor adjacent to the band hall. The space has some limitations as to the type of exhibits which can be presented. There is a limited amount of unbroken wall space, low ceilings, and minimal floor space for exhibits. The first floor theater is small, but provides a nice venue for intimate musical and theatrical per-formances. While the space works well for small performances, the stage area is not appropriately sized for large musical ensemble performances. In addition, the back-of-house spaces which support the theater are located on the second floor. On the second floor the former radio student has lim-ited utilization.

Art Annex / (Industrial Technology (IT))

The Industrial Technology (IT) / Art Annex is a single-story pre-engineered building constructed in 1993. The ceramics and sculpture studios occupy around 2,300 gross square feet (gsf) of the building not included the exte-rior covered areas. The building has a total need of $296,990 in differed maintenance needs. The Art Annex / Industrial Technology Building are attached by a large covered open-air structure. A portion of this structure is secured from the public and utilized as open-air space housing multi-ple electric ceramic kilns.

While touring the space, it was noted that there is exposed wiring in the outdoor kiln area making the space unusable / hazardous during the rain as their is a concern of the possibility of electrocution. The area ,while securely fenced, is not enclosed causing it to be prone to flooding as water flows from the hillside and poor drainage in the yard causes pooling of the water. The kiln area has several working kilns and one kiln in the process of construction by a faculty member and students. The in process kiln is complete less the chimney stack, which requires placement through the metal roof covering the outdoor kiln area. This chimney installation process has been waiting for university approval for an extended period of time.

The interior of the sculpture studio is industrial with a concrete floor, unfinished walls, and exposed ceiling structure. While this environment supports the type of instruction provided in these studios, the space does require some repairs. The Art Annex is not conditioned and during the sum-mer the heat can be intolerable. In addition, the building is not insulated and extreme winter temperatures can result in cancelled classes as only one of the ceiling mounted gas heaters is fully functional. The roof also requires repair / replacement as it currently leaks in several areas, one of which is over powered table top kilns.

Kokernot Lodge

Kokernot Lodge is one of several structures located on a 35-acre prop-erty donated to Sul Ross in 1929 by Ida and H.L. Kokernot. The property was intended to be used by faculty and students as a picnic / playground area. The lodge is located approximately one mile north of the main cam-pus via TX 223 North. The Kokernot Lodge and outdoor amphitheater was completed in 1934 as part of a Civil Works Project. However, the original outdoor theater was prone to flooding and in 1970 was replaced by a “new” outdoor theater (Outdoor Amphitheater) to the southeast of the lodge on the same property.

The lodge has been utilized for a variety of purposes over the decades and even received the addition of a Caretakers Quarters. The quarters is a building addition with a separate entry; there is no internal connection to the lodge.

It has been established, under this project, that the existing facility needs to be stabilized. The Caretakers Quarters should be removed and the cur-rently shared rear wall replaced / repaired, as needed. In addition, several roof areas at the back of the lodge are in danger of failing and need repair.

The lodge also has accessibility challenges at the primary entry that should be reviewed and addressed. Due to the age of the lodge and the sporadic usage, it is also suggested the mechanical systems be inspected and updated, as required.

Phase (2) of this project will take a closer look at the interior spaces of the Kokernot Lodge in terms of functional usage. One initial suggestion is to transition the space into a student art gallery. This would fill a need for additional student display space while bringing pedestrian traffic to the lodge.

The floor plan below represents the current layout of the Kokernot Lodge.

Kokernot Lodge Amphitheater

The original oudoor theater at the Kokernot Lodge was built into the slop-ing hill on the north side of the lodge. However, due to issues of water retention, flooding by the nearby stream, and erosion it has been partially infilled. Some stepped landscape seating remains in addition to a concrete stage / pad that was poured during the infill. This outdoor space is not uti-lized by the university Theater department for a variety of reasons. It was also noted that because of its orientation and its location next to the road, that, in a revitalized state, it would still not meet the university’s needs for a performance space.

The “new” Outdoor Amphitheater, constructed in the 1970s, is located southeast of the Kokernot Lodge, adjacent to the Scene Shop. The theater is actively utilized for outdoor theater and musical performances by the university. While this facility represents one of the main production stages for the Theater department, user interviews and a facility tour of this space revealed a significant need for updates and maintenance.

The backstage structure facilitates multiple functions including prop storage, performers dressing and restrooms, and other back-of-house func-tions. Each of these components are in need of repair / maintenance. The prop storage area is small in size and does not accommodate the construc-tion, assembly, or repair of props. A general visual inspection indicates the existing electrical system is in need of update and repair. The dress-ing rooms are small and aren’t adequate for dressing or application of make-up. Makeshift dressing areas in the prop storage space are set up during performances to provide some modesty when changing between scenes. The performers’ restroom areas, while gender specific, are mini-mally functional. Scorpions have been found inside each of the dressing rooms according to users.

The exterior wing, back-of-house, and stage area are also in need of reno-vation. The stage side wings require structural repair and / or replacement.

The stage area needs general light repair and paint. The stage lighting, sim-ilar,to the prop storage space electrical, is in need of updating and repair.

The orchestra pit was covered by plywood sheets during the tour. The plywood shows visual signs of sagging due to aging and exposure to the elements. In addition, conversation indicated there is water infiltration in the orchestra pit during rainfall. The seating area is constructed of sim-ple wooden bleacher seats. The seats are in fair condition with several of the benches having been previously replaced. The seating would benefit from having backs installed for patron comfort.

Overall accessibility to the site is a challenge. The current parking area is not paved and the distance from the parking to the theater seating is far.

While the accessible seating is at the front of the stage, closer to the park-ing area, this often causes distractions during performances. The sound booth and concessions are located at the rear of the seating area. This requires a substantial stair climb or use of a non-ADA compliant ramp, greatly limiting accessibility to this area. The sound booth, itself, is in poor condition with a leaking roof, out-of-date equipment, insect infestations, and a piece of 2’ x 4’ lumber utilized as a lock on the window.

Scene Shop at Kokernot Lodge Park Area

The theater scene shop is located at the Kokernot Lodge Park Area prop-erty. The shop is adjacent to the Motion Capture Lab, constructed in 2015, and the outdoor amphitheater constructed in the 1970s. The scene shop is a pre-engineered metal single-story building with an internal mezza-nine utilized for storage.

The Scene Shop serves as the main location for prop construction, prop storage, and theater equipment. The building is industrial grade with no wall or ceiling insulation and concrete floors. While the building is condu-cive for a shop / construction function, the physical size of the space places constraints on the size of sets which can be constructed. Props have to be built in sections due to the size of the construction area and the fact all props are transported. Props are either walked to the adjacent out-door amphitheater or transported to the main campus via pick-up trucks by students and faculty to the FAB and Morelock Hall Theaters. Overall, the building has limited capabilities due to its size and location. A new Scene Shop would allow the current building to be utilized solely as stor-age, which is the users recommendation for the facility.

This section of the Sul Ross Fine Arts Strategic Plan focuses on the proposed plan / recommendations for several of the fine arts facilities. Rather than simply reacting to immediate space needs as they arise, the University has opted to take a comprehensive look at all program related needs within the department, allowing them to utilize their alloted funds to make the strongest impact possible. Various programming and planning tools were utilized to assist the Fine Arts Programs within the College of Literature, Arts, and Social Sciences (LASS) in defining their goals and determining current and future needs. The following information is based on data collected during departmental interviews, group discussions with the Sul Ross leadership and faculty, and existing facility site visits. The culmination of this process is the proposed conceptual strategic space plan presented within this section of the document.

This plan is not intended to be the sole solution for fine arts, but rather a component and stepping stone for the program which encourages continued discussion and visualization of what it could be through renovations and functional / operational changes which support the University’s vision. The concepts presented within this section should be further refined as envi-sioned by the Sul Ross leadership to align with the goals of the University’s Strategic Plan. This recommendation provides a “road map” for the use of existing campus buildings and the realignment of spaces in a manner which enhances the operational and functional vision of the Fine Arts Programs.

This section is organized as follows:

§ Recommended Plan Overview § Strategic Space Plan Recommendations

INTRODUCTION

Final Document - July 2023 Sul Ross State University Page 2.2

The project goals which guide the recommendations and strategic space plan include:

§ Addressing current deferred maintenance in several buildings to support the arts programs

§ Renovation of areas within existing buildings to improve functionality § Provide a multi-functional performance space for drama and music § Update / provide necessary repairs to the Kokernot Lodge Amphitheater

§ Address safety concerns at the Art Annex § Provide functional / additional spaces for Ceramics and other art courses

The Band Rehearsal Hall experienced several renovations in previous years leading to some of the current space limitations. These include several small rooms eating into the larger area on two sides of the space, as well as a fixed tiered floor. Recommendation for the band hall includes removal of all existing smaller rooms within the space that were constructed on the top tier. In addition, the built-in tiers should be removed to provide a large, open, multi-use space. Upon removal of the tiers, a space for instru-ment storage and an office shall be provided. Removal of the overhead ceiling tiles may also provide the perception of a larger space with some acoustical benefits.

The Multi-Use Art Room is currently solely utilized for Watercolor Courses, a circumstance of storage constraints. Shifting the adjacent wall of Office / Studio 107 will allow additional usable floor space within the room. The square footage gained should be utilized to create a more functional space by installing storage solutions to support Watercolor, Painting, and Drawing Course materials. Appropriate storage for each medium will allow the space to be utilized by several different courses during the same semester.

The Small Performance Theater 105, and associated spaces, the Stage 105A and the Sound Booth 105B are located on the first floor of the FAB.

The Theater will remain in its current location and focus on musical per-formances upon the completion of the new Black Box Theater. With the existing theater focusing on music, a less complex lighting system with fewer controls and options is required. Additionally, the theater should be renovated provide a more subtle slope from the back of theater to the stage. This change will raise the overall floor level and create the need to renovate the exterior theater exit doors and provide an ADA exist ramp for emergency access. In addition, the seating and finishes in theater should be updated as funds allow. The areas in discussion above are visually rep-resented in the diagram below.

(6) Television Studio / Control Room / Storage (FAB 205, 205A, 205B) The Television Studio and associated support spaces were previously occupied by the Communications Department. A shift in operations has seen the spaces vacated by Communications, leaving them open to reuse.

Due to the previous space use, the former television studio has sealed window opening, exposed ceiling structure and unfinished floors while the Control Room and Storage Room have windows and finished ceilings. The spaces are currently being used by the Music Department for small group rehearsals. Removing the walls creating the three individual spaces, thus creating one multi-use space is recommended. The space can be used for course work to include theatre make-up and set design courses and art history and appreciation. Utilizing this larger space for coursework will allow FAB 207, a smaller space, to be utilized for small choral group practice and music computer work.

Final Document - July 2023 Sul Ross State University Page 2.10

In addition, there are several other spaces within the FAB which should have functional uses reviewed even though there are no recommendations of physical space renovations.

§ Offices should be provided to full-time faculty and staff while adjunct and visiting faculty share office space. Utilizing this method of office distribution will provide vacant offices, at this time, which can be used for various small discussion activities and student study space. These spaces, upon program growth, can then be returned to faculty offices.

§ Organization and consolidation of storage materials will provide easier access to items when needed and consolidate the location of like materials. Existing storage spaces should be fitted for and funds allotted for storage solutions. This includes the Music Library in FAB 200B and Choir Robe Storage in 200C.

The Art Annex is a small building which houses the Art Departments Ceramic Studios and Kiln Yard. The Art Annex is a metal building adjoined to the Industrial Technology (IT) Building by a covered breezeway. The single story building houses two Ceramics Studios and a small office / studio space for the faculty. The outdoor kiln area is fenced and covered. The diagram below provides an overview of the spaces located within the Art Annex.

(1) Kiln Area and Covered Yard

Tours of the existing exterior space with several members of the Art Department highlighted current areas of concern. The breezeway and kiln yard retain standing water after storms creating a safety hazard. The exte-rior kilns are electric, therefore rendering the area unusable during periods of rain. In addition, the rain water infiltrates Ceramic Studio Room 130 from the north wall which it shares with the Kiln Yard. The exterior area requires a drainage study and solution to remediate the water issues and infiltration. There is also a partially constructed kiln which requires com-pletion, including the installation of an exhaust stack. The exterior yard and breezeway electrical should be assessed and replaced as necessary for to address current safety concerns.

(2) Ceramics / Sculpture Studios and Office / Faculty Studio (Art Annex 130, 131, 132)

The Ceramics and Sculpture Studios function well in terms of space for the programs. However, the condition of the physical space is less than ade-quate. The building has minimal to no insulation, leaks in the ceiling, water infiltration from the north wall, and non-working heating units. The work required for the studios is all deferred maintenance. The chart which fol-lows outlines all the deferred maintenance items for the Art Annex which are proposed for inclusion in this project.
