About this opportunity

The Oregon Department of Aviation (ODAV) is seeking proposals from qualified Related Services Consultants to provide system planning services for updating Chapter 8 of the Oregon Aviation Plan under FAA AIP System Plan Grant #3-14-0000-024-2026. This comprehensive update will focus on the economic impact of Oregon's 96 public-use airports and must reflect post-pandemic conditions, regional shifts in air service, and the evolving roles of general aviation, business aviation, and commercial air service in rural and urban economies. The scope of work encompasses seven primary tasks: project management and coordination, data collection and inventory refresh for all public-use airports, economic impact analysis utilizing recognized modeling tools such as IMPLAN or REMI, system funding needs and strategic investment outlook analysis, airport user engagement and outreach, final Chapter 8 document preparation, and production of final work products including executive summaries, interactive visuals, technical memoranda, stakeholder engagement summaries, GIS data files, and presentation materials. The project is expected to take 18 to 24 months to complete, with monthly check-in meetings with ODAV staff and quarterly written reports. Evaluation will be conducted on a 100-point scale based on Cover Letter (5 points), Proposer Experience and Key Personnel (30 points), Understanding of Services and Project Implementation Plan (30 points), and Work Samples (35 points). Proposals are limited to 20 pages (excluding required forms, resumes, and work samples) and must be submitted by May 14, 2026, at 2:00 PM (PDT), with public opening to follow immediately thereafter via Microsoft Teams. The anticipated contract effective date is June 2026, and all work must comply with 2 CFR Part 200 Uniform Guidance, FAA Airport Improvement Program Handbook requirements, and Oregon Administrative Rules.

While there are no explicit set-aside designations restricting competition, proposers must certify their compliance with extensive federal requirements including civil rights protections, Davis-Bacon prevailing wage standards, debarment and suspension certifications, Disadvantaged Business Enterprise (DBE) nondiscrimination policies, and domestic preference procurement rules. The RFP encourages outreach to Oregon-certified Disadvantaged Business Enterprises (DBE), including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB), through submission of a Certified Disadvantaged Business Outreach Plan; however, this information is excluded from proposal scoring and serves only as a compliance mechanism. Proposers may include firms certified in Oregon or anywhere in the nation, and the state will provide available data to the selected consultant, including 2021 Statewide Rates and Charges Survey data and data from the Business Oregon UAS program. Professional Liability Insurance with minimum limits of $1,000,000 per claim and $2,000,000 annual aggregate is required, along with Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Workers' Compensation Insurance as required by Oregon law. The contract incorporates federal funds with 5% general funds (state) and 95% FAA AIP System Plan Grant funds (federal), though specific contract dollar amounts are not detailed in the RFP template; compensation will be structured with a fixed price for Primary Services, potential Contingency Services, and Reimbursable Expenses capped at a maximum amount, with monthly invoicing required and all work products becoming the exclusive property of ODAV.
