About this file

This document is a Request for Proposals Clarifications and Questions & Answers issued by the Oregon Department of Aviation on May 5, 2026, for the Oregon Aviation Plan Update (Phase 1 - Chapter 8) focusing on the Economic Impact of Oregon Airports. The RFP seeks proposals from related services consultants to provide system planning services to update Chapter 8 of the Oregon Aviation Plan under an FAA AIP System Plan grant. The project will support the Oregon Department of Aviation's broader planning and strategic goals. Proposals are subject to a 20-page limit, inclusive of cover pages and tables of contents, unless otherwise specified. References may be included for both prime consultants and key subcontractors, and graphic covers are permitted but counted toward the page limit. Reference Questionnaires (Attachment E) should be included under Section 2 and are not counted in the proposal page limit.

Key clarifications provided address cost allowability, data requirements, and evaluation criteria. Data and model costs are allowable as General Reimbursable Expenses under the Sample Contract if they are project-specific and not included in overhead or billing rates. The Oregon Department of Aviation will provide available data, including the 2021 Statewide Rates and Charges Survey data and data from the Business Oregon UAS program, to the selected consultant. Non-NPIAS airports should be addressed at a nominal or summary level of detail consistent with data availability and project objectives, and direct outreach to airport sponsors or tenants is not required unless proposed by the consultant. Proposers may include firms certified in Oregon or anywhere in the nation, and links or QR codes are permitted in proposals, though evaluation will be based solely on content within the proposal itself.

Project: Oregon Aviation Plan Update (Phase 1 – Chapter 8) – Economic Impact of Oregon Airports Agency: Oregon Department of Aviation Date Issued: May 5, 2026 RFP No.: S-10900-00016093

GENERAL NOTICE

The following questions have been received by ODAV and responses are provided for clarification purposes. These responses are intended to clarify the RFP requirements and do not otherwise modify the RFP unless expressly stated. Proposers are responsible for reviewing all issued clarifications.

QUESTIONS AND RESPONSES

1. Do cover page and table of contents count toward the 20-page limit?

Response: Yes. The page limit includes all pages unless otherwise specified in the RFP (see Section 4.06).

2. Can references be from both the prime and the subcontractor or just the prime?

Response: Proposers may include references for both the prime consultant and key subcontractors. References should be relevant to the proposed scope of work.

3. Regarding Question #3 in Attachment C: Does this pertain to firms certified only in the State of Oregon or anywhere in the nation?

Response: Proposers should include applicable firms regardless of location. Certification status under Oregon’s program is not required for this question.

4. Regarding Question #4 in Attachment C: If no additional subcontracting opportunities for Certified Firms are identified, should the Proposer respond “No”?

Response: Proposers should respond accurately based on their proposed team and approach. If no opportunities are identified, Proposers should answer accordingly and no additional explanation is required.

5. Are data/model costs allowable as General Reimbursable Expenses under Section B.2.01.1 of Attachment A?

Response: Allowable expenses are limited to those defined in the Sample Contract. Data and/or model costs may be allowable if they are project-specific and not otherwise included in the Proposer’s overhead or billing rates.

6. Will ODAV provide the 2021 Statewide Rates and Charges Survey data and data from the Business Oregon UAS program?

Response: Available data will be provided to the selected Consultant. Proposers should base their proposals on information currently available.

7. Is a graphic cover allowed and would it be excluded from the page count?

Response: A graphic cover is permitted; however, it will be counted toward the page limit unless otherwise specified in the RFP (see Section 4.06).

8. Pages 18 and 21 of the RFP both reference inclusion of the Proposer’s Reference Questionnaires (Attachment E). Under which section should these be included?

Response: Reference Questionnaires (Attachment E) should be included under Section 2:

Proposer Experience, Key Personnel and Reference Questionnaire. Proposers should include the completed questionnaires once within the proposal and avoid duplication. Reference Questionnaires are not included in the proposal page count.

9. Are links or QR codes allowed for project examples?

Response: Links or QR codes may be included; however, evaluation will be based solely on the content within the proposal. ODAV is not obligated to access external content.

10. Can ODAV clarify the expected level of airport-specific analysis for non-NPIAS airports?

Response: Non-NPIAS airports are expected to be addressed at a level of detail consistent with “nominal or summary level data” as described in the RFP. Proposers should propose an approach they deem appropriate to characterize economic activity at these facilities, considering data availability and project objectives.

Direct outreach to airport sponsors or tenants for non-NPIAS airports is not required unless proposed by the Consultant as part of their methodology.
