About this file
This document is a federal solicitation provision attachment issued by the Oregon Department of Aviation for FAA-funded Airport Improvement Program (AIP) projects. The attachment establishes mandatory federal compliance requirements and certification standards that bidders and contractors must meet when responding to state and local contract opportunities involving federal funding. The document outlines the procedural and compliance framework for the procurement process but does not specify detailed project scopes, quantities, response deadlines, bid conferences, or contract award dates. Instead, it functions as an overarching regulatory document that applies to contracts funded through FAA grants, requiring all bidders to certify compliance with applicable federal statutes and policies prior to bid submission.
The document mandates compliance with multiple federal standards including Buy American preference requirements for materials and manufactured goods, civil rights protections under Title VI, debarment and suspension certifications, disadvantaged business enterprise (DBE) nondiscrimination policies, federal fair labor standards and minimum wage requirements, and domestic preference procurement rules. Bidders must certify they are not debarred or suspended from federal contracting, possess no unpaid federal tax liabilities or recent felony convictions, comply with lobbying restrictions, and ensure subcontractors above $25,000 meet comparable debarment standards. The solicitation also requires compliance with trade restriction certifications regarding foreign ownership and product sourcing, telecommunications equipment restrictions, and domestic goods preferences under 2 CFR 200.322. The Oregon Department of Aviation reserves the right to reject any bid that does not include a completed certification of compliance with these federal requirements.
