About this opportunity

The Oregon Health Authority is issuing RFP #6181 through OregonBuys for a high-throughput weapons detection system to be deployed at Oregon State Hospital's Salem and Junction City campuses. The procurement seeks a comprehensive, frictionless concealed weapon detection solution capable of identifying firearms, knives, and improvised explosive devices with metallic components while maintaining ADA compliance and seamless visitor and staff experience. The system must support both single and dual-lane configurations, perform full-body detection on individuals up to 6'2" in height, detect threats within one second, and process at least 2,000 individuals per hour with adjustable sensitivity across five levels and situational cameras for front and aft coverage. Deliverables include system design, deployment, installation, software licensing for four years, operator and technical training, preventive maintenance, 24/7 remote diagnostics, on-site support within 24 hours, and all necessary professional services. Proposals are due April 7, 2026, at 3:00 PM Pacific Time, with questions and clarification requests required by March 13, 2026; no pre-proposal conference will be held. The evaluation committee will score proposals using a 100-point system comprising Project Work Plan (10 points), System Features & Functional Requirements (35 points), Deployment & Installation (10 points), Training, Support & Compliance (20 points), Key Persons and Qualifications (10 points), References (5 points), and Price Evaluation (10 points). Proposers must provide three references from current or former clients for similar projects completed within the last three years and complete a requirements scoring matrix with 62 line items addressing functional and non-functional specifications. A Notice of Intent to Award is anticipated for May 8, 2026, with an initial contract term of four years and agency option to amend for additional time and compensation.

The State of Oregon encourages participation by Oregon Certification Office for Business Inclusion and Diversity (COBID)-certified firms, including minority-owned, woman-owned, service-disabled veteran-owned, disadvantaged, and emerging small businesses; the COBID Certified Disadvantaged Business Outreach Plan is required if subcontracting opportunities are anticipated. No incumbent vendor or current contractor is identified in the solicitation materials. Proposers must certify compliance with Oregon tax laws, non-discrimination requirements, federal exclusion lists, and wage and hour laws, and must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability/Technology Errors & Omissions, and Workers' Compensation. The system must comply with DHS SAFETY Act designation, UL 61010-1 electrical safety certification, IEEE C95.1-2019 electromagnetic field safety standards, and operate on 100-240VAC with maximum 1000W power consumption across temperature ranges of -20°C to +40°C in full sun and +55°C in shade with IP54 dust and water ingress rating. The total not-to-exceed contract value is $800,000, and a single contract award is anticipated. Pricing must include total system cost, extended warranty, annual preventative maintenance and support costs for up to four years, percentage discounts on future equipment purchases, and professional services costs, with detailed line-item breakdowns for equipment, software licensing, training, and maintenance components.
