The State of Oregon, acting by and through the Oregon Health Authority, (“Agency”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for a high-throughput weapons detection system capable of identifying firearms, knives, and IEDs with metallic components. The system is intended for deployment at Oregon State Hospital to enhance safety and security.
Agency intends to award a single contract to a Contractor to provide, deploy, and maintain a frictionless concealed weapon detection system that enhances public safety at high-traffic venues (e.g., stadiums, schools, government buildings) while preserving a seamless visitor & staff experience. The system will incorporate AI-powered threat detection, real-time analytics, and touchless screening.
Additional details on the Scope of the goods and services are included in the Scope of Work/Specifications section.
Agency anticipates the award of one Contract from this RFP. The initial term of the Contract is anticipated to be 4 years, with a maximum not-to-exceed compensation of the Contract of Eight Hundred Thousand Dollars ($800,000). SECTION 2: AUTHORITY, OVERVIEW, AND SCOPE
2.1 AUTHORITY AND METHOD
Agency is issuing this RFP pursuant to its authority under ORS 279A.050 and OAR 125-246- 0170(2).
Agency is using the Competitive Sealed Proposal method, pursuant to ORS 279B.060 and OAR 125-247-0260. Agency may use a combination of the methods for Competitive Sealed Proposals, including optional procedures: a) Competitive Range; b) Discussions and Revised Proposals; c) Revised Rounds of Negotiations; d) Negotiations; e) Best and Final Offers; and f) Multistep Sealed Proposals.
2.2 DEFINITION OF TERMS
For the purposes of this RFP, capitalized words are defined in OAR 125-246-0110. Additional terminology can be found at the following web address:
https://www.oregon.gov/das/ORBuys/Documents/Phase1TerminologyCrosswalk.pdf
2.3 OVERVIEW AND PURPOSE
2.3.1 Agency Overview and Background
The mission of the Security Department at Oregon State Hospital is to enhance the environment of care by promoting safety and ensuring the security of patients, staff, and visitors.
2.3.2 Project Overview and Purpose
The Agency seeks to design, deploy, and maintain a frictionless concealed weapon detection system that enhances public safety at high-traffic venues (e.g., stadiums, schools, government buildings) while preserving a seamless visitor & staff experience. The system will incorporate AI-powered threat detection, real-time analytics, and touchless screening.
The Agency’s Salem and Junction City campuses currently lack a formal staff screening process to detect weapons or contraband upon entry. This absence represents a significant and ongoing security risk to both staff and patients.
Without a screening protocol in place, it is highly probable that weapons and other prohibited items are entering and exiting the secure perimeter on a regular basis. This undermines the hospital’s mission to provide a safe and therapeutic environment and increases the potential for violence, contraband trafficking, and other security incidents.
The Agency is advancing a comprehensive staff screening initiative aimed at enhancing safety and security across both the Salem and Junction City campuses. Central to this effort is the planned implementation of high-throughput, frictionless weapons detection systems, designed to seamlessly integrate into daily operations without disrupting workflow.
This equipment will be supported by:
OregonBuys Bid # S-44300-00014901: RFP #6181 HIGH THROUGHPUT WEAPONS DETECTION SYSTEM Page 6 of
