About this file

This is a Proposer Question and Answer document related to RFP #6181 issued by the Oregon Health Authority through OregonBuys for a high-throughput weapons detection system to be deployed at Oregon State Hospital's Salem and Junction City campuses. The procurement requires proposers to quote five (5) single-lane weapons detection systems capable of identifying firearms, knives, and improvised explosive devices, along with three (3) eXpedite X-ray bag scanners. The requested deliverables include system design, deployment, installation, four-year software licensing, operator and technical training, preventive maintenance, and 24/7 remote diagnostics support. Proposals are due April 7, 2026, at 3:00 PM Pacific Time, with written questions required by March 13, 2026. The Notice of Intent to Award is anticipated for May 8, 2026, and the initial contract term is four years with agency option to amend for additional time and compensation. The purchase will occur in calendar year 2026.

Pricing must be submitted as a purchase quote rather than a subscription agreement and must include total system cost, extended warranty, annual preventative maintenance and support costs for up to four years, percentage discounts on future equipment purchases, and all professional services costs with detailed line-item breakdowns. The total not-to-exceed contract value is $800,000, with a single contract award anticipated. No incumbent vendor or current contractor is identified. Proposers must comply with Oregon tax laws, non-discrimination requirements, federal exclusion lists, and wage and hour laws, and maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability/Technology Errors & Omissions, and Workers' Compensation. The State of Oregon encourages participation by COBID-certified firms, including minority-owned, woman-owned, service-disabled veteran-owned, disadvantaged, and emerging small businesses.

# Question Answer

How many systems should our resellers quote? Also, they are all single-lanes, right?

We’ve discussed a few different system counts previously, but all of them were single-lane configurations.

Quote should be for five (5) total systems and they are all single lane.

Should our resellers quote this as a purchase or a subscription agreement? I believe it should be a purchase, but I wanted to confirm.

This should be a purchase quote.

Are we including eXpedite (X-ray bag scanner) in this scope? We've sent quotes to the hosptial that has included this and the total could be under $800,000 - the not to exceed amount on the bid.

Yes please include the quotes for 3 eXpedite systems.

The bid references Fiscal Year 27 — is this when the bid will be awarded and order will be submitted? Also, is there an installation date that the hosptial is targeting?

Should be the FY25/27 which is our current biennium. The purchase will occur in calendar year 2026.
