About this opportunity
Harris County is requesting proposals for a Financial Reporting System for the Harris County Auditor's Office under RFP 26/0108, with proposals due June 22, 2026 and a pre-proposal conference scheduled for June 3, 2026 at 1:00 PM via Microsoft Teams. An M/WBE participation goal of 15% applies; bidders unable to meet the goal must submit good faith effort documentation including direct solicitation to M/WBE firms at least 15 calendar days prior to bid submission and broad-based advertising in general circulation media.
The scope is a modern financial reporting solution to automate preparation of the Annual Comprehensive Financial Report (ACFR), financial statements, notes, schedules, workflows, reconciliation, and audit readiness processes, replacing the existing Prophix on-premises system deployed in 2012. The system must integrate with PeopleSoft Financials, support at least 15 users (including 4 system administrators), and accommodate monthly, quarterly, and annual recurring reporting cycles. Vendors must propose at least one delivery model: on-premises, Software-as-a-Service, or hybrid. Minimum capabilities include end-to-end ACFR preparation, standard ERP integration, dynamic reporting, audit logging, version control, and read-only data access for third-party applications including Snowflake, Power BI, and SQL Server. The vendor must provide a dedicated project manager, comprehensive training and knowledge transfer, a project management plan within 10 days of award, and 12 months of maintenance and support. All training materials and documentation become Harris County property; historical data and report versions must be retained for no less than seven years in compliance with GASB and GAAP standards.
The contract begins on or about October 1, 2026 for one year with four optional one-year renewals, subject to Commissioners Court approval and same pricing as the original year. Pricing must be fixed and all-inclusive, structured by milestone with detailed breakdown per the BidTable (BT-78QR). Payment is milestone- or progress-based monthly. Evaluation criteria weighted in order of importance are Functional Requirements (25%), Technical Requirements (25%), Qualifications/Experience/Capacity/Resources/Project Management Plan (20%), Pricing (20%), Vendor Presentations/Demos (10%), and Cybersecurity and IT Controls/USRA questionnaire (Pass/Fail). Vendors must comply with Harris County's Universal Services Reference Architecture (USRA), Minimum IT Security Vendor Controls List, and IT Vendor Controls and Cybersecurity Acknowledgement Form. A minimum wage of $21.65 per hour applies to all workers directly assigned to the contract. Contractors must maintain Workers Compensation insurance with Employers' Liability at $1,000,000 per accident and per disease; Commercial General Liability with $1,000,000 per occurrence and $2,000,000 general aggregate; Automobile Liability at $1,000,000 combined single limit; Umbrella/Excess Liability at $1,000,000; and Professional/Errors & Omissions Liability at $1,000,000. Harris County must be named as additional insured on a primary/non-contributory basis. If the total contract amount exceeds $25,000, a payment bond is required for the entire contract value.
