About this file

This document is a reference architecture framework for Harris County, Texas, establishing the Universal Services Reference Architecture (USRA) to guide service delivery standards and technological requirements across the county's operations. The USRA comprises six integrated domains that define Harris County's approach to modernizing and standardizing its service delivery infrastructure. The framework does not specify a formal response date, bidder's meeting, or award timeline, as it functions as a strategic planning document rather than a traditional request for proposal with contractual deadlines.

The USRA domains establish the foundational requirements that proposers must align with when submitting solutions to Harris County contracts, including the Financial Reporting System for the Harris County Auditor's Office with an anticipated start date of October 1, 2026, and an initial one-year contract term. The six service domains—Data Services, Digital Services, Enterprise Technology Infrastructure Services, Information Security Services, IT Service Management, and Technology Optimization—provide the architectural standards and best practices that vendors must incorporate into their proposals. The framework emphasizes a data-centric approach to service delivery and includes governance standards for security compliance, technology infrastructure support across multiple deployment models (on-premise, co-location, and cloud), and continuous evaluation of emerging technologies to improve service models. This reference architecture serves as the baseline document that all future Harris County solicitations will reference, ensuring consistency and alignment with the county's long-term strategic technology objectives.

Harris County Universal Services Reference Architecture

The US Reference Architecture (USRA) is a strategic framework that outlines the essential building blocks for delivering services effectively within Harris County. It encompasses six interrelated domains, each playing a crucial role in the all-inclusive approach to service delivery. These domains likely cover aspects such as governance, technology infrastructure, data management, service integration, security, and user experience. By reviewing the

USRA, proposers can gain a comprehensive understanding of the county's requirements and standards, ensuring that their proposals align with the established architecture and contribute to the seamless operation of Harris County's services. Attachment XX, mentioned in the context, would provide detailed insights into the USRA, guiding proposers in crafting solutions that meet the county's objectives and deliver value to its residents.
