About this opportunity

The Housing Authority of the City of Alameda (AHA) is requesting proposals for employee benefits program consulting services, with proposals due September 7, 2026 via the Bonfire Procurement Portal and a virtual bidders' conference scheduled for August 20, 2026 at 9:30 a.m.

The scope covers evaluation of existing employee benefit plans, market research and competitive bid solicitation from carriers, assistance with carrier negotiations and transitions, contract review and ongoing advisory services, regulatory compliance assurance, and employee claims support. Services exclude health insurance and 457/Roth retirement plans but include dental, vision, life insurance, employee assistance programs, long-term disability insurance, flexible spending accounts, and COBRA administration for approximately 57 full-time employees. The contract term is anticipated to be three years with two optional one-year renewals, for a maximum of five years in compliance with HUD regulations.

The RFP does not specify an estimated contract value or maximum budget. Proposers must submit detailed cost proposals identifying total compensation and how compensation will be derived—whether through direct AHA payments, insurance company payments, percentage of premiums, commissions, or other quantifiable sources. All pricing must be fully all-inclusive covering wages, overhead, materials, supplies, licensing, and insurance, with annual pricing for each fiscal year.

Proposals will be evaluated on qualifications and experience (30 points), proposed approach (20 points), customer service (10 points), cost analysis and budget (10 points), references (10 points), and lowest overall price (20 points). Proposers must maintain Commercial General Liability coverage of $2 million per occurrence and Professional Liability/Errors and Omissions insurance of $2 million, with AHA named as an additional insured. The contract is funded in part with federal funds including Community Development Block Grant, HOME Investment Partnerships Program, and Section 8 Housing Act administration funds, subject to HUD requirements. Questions are due August 21, 2026 at 4:00 p.m.
