About this opportunity
The Oregon Department of Administrative Services (DAS), State Procurement Services, is soliciting proposals for a GovRAMP Authorized or FedRAMP Certified vendor-hosted commercial off-the-shelf Learning Management System on behalf of the Department of Public Safety Standards and Training (DPSST), with proposals due September 30, 2026 at 5:00 PM PT and questions due by September 11, 2026 at 12:00 PM PT.
The procurement is decision-filtered by mandatory GovRAMP Authorization or FedRAMP Certification status and CJIS compliance requirement. The RFP encourages participation of COBID-certified small businesses, disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, though this is not a set-aside. All resources must be physically located in the continental United States; offshore resources are prohibited.
The LMS will modernize statewide public safety training and replace four legacy systems (Skills Manager, Acadis, Stars, and Iris) by the third quarter of 2027. The solution must serve 50,000+ constituents across police, corrections, fire, parole and probation, and emergency medical dispatch personnel. Core requirements include centralized training records and certification tracking, automated administrative processes, support for 50,000+ concurrent users with 24/7 availability, ADA and WCAG 2.1 Level AA accessibility compliance, FBI CJIS Security Policy adherence, and robust vendor support Monday through Friday, 6:00 AM to 6:00 PM Pacific Standard Time. Deliverables span project management, requirements refinement, solution architecture, configuration, system integrations, data conversion and migration, reporting, testing, training, deployment, post-go-live stabilization, and ongoing operations and maintenance with defined service level agreements.
The Agency anticipates award of one contract with an initial six-month implementation term followed by annual license agreements with renewal options. Proposals are limited to 25 pages and must include executive summary, staffing plan with key personnel resumes, experience and capabilities documentation, requirements matrix, solution documentation, proof of GovRAMP or FedRAMP certification, security compliance statement, digital accessibility compliance report, three references, and certification forms. Evaluation criteria total 5,170 points: requirements matrix (770 points), solution documentation components (2,705 points), experience and capabilities (757 points), staffing plan (410 points), organizational and cultural alignment (343 points), executive summary (80 points), and price proposal (105 points). Price proposals must cover all software, hardware, implementation, configuration, training, support, and five years of ongoing maintenance and will be evaluated comparatively against the lowest submitted price.
