About this file
This is an Accessibility Compliance Report Cover Sheet for the Oregon Department of Public Safety Standards and Training (DPSST) Learning Management Solution (LMS) RFP (S-DASOBO-00017622). The document serves as a template for vendors to submit accessibility compliance documentation demonstrating that their proposed solutions meet federal and state accessibility standards. Proposers must complete the cover sheet and submit a full report for each program component tested, certifying compliance with the Americans with Disabilities Act (ADA) Title II and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards. The form requires vendors to identify all components tested (online, DVD, CD, software, or applications), indicate total number of components and pages tested, identify any third-party vendors used for testing, and document any identified compliance issues with correction timelines and priority levels.
The Digital Accessibility Narrative section requires proposers to comprehensively describe their accessibility compliance strategy, including how accessibility is incorporated into development processes, corrective action procedures for defects, and designated staff responsibilities for accessibility oversight. Vendors must detail their full testing approach, including use of automated testing tools, manual testing procedures, involvement of people with disabilities in testing, assistive technology platforms tested, and whether external accessibility vendors are engaged. Additionally, proposers must demonstrate staff knowledge and skills in accessible digital technology creation, describe product certification processes, and provide links or samples of previously developed accessible digital materials relevant to the LMS services being procured for Oregon's public safety training system.
