About this opportunity
The City of Portland, Oregon is requesting bids for refurbishment and storage services for historic cast iron columns to be installed at Darcelle XV Plaza, with bids due February 18, 2025 at 4:00 p.m. Pacific. A local-vendor preference applies to Portland contractors meeting state and local contracting requirements for purchases under $150,000.
The scope involves cleaning, rehabilitation, and painting up to 18 cast iron columns and 1 arch (estimated 12–16 feet tall) currently stored in a Lloyd Neighborhood warehouse. The columns will be displayed at three plaza locations: gateway entry markers (6 columns), street frontage along 9th Avenue (10 columns and 1 arch), and a community stage backdrop (2 columns). One column currently installed at NW Naito/NW Davis will be relocated to the plaza and replaced with a restored column from storage. The contractor must complete all cleaning, rehabilitation, and painting by August 2025, with final installation in fall 2025 in coordination with the plaza's general contractor. Work must follow Historic Cast Iron Preservation Best Practices, including detailed work plans for restoration, shop drawings for custom collar fabrication, and demonstrated expertise in cast iron restoration. Pricing includes all labor, equipment, materials, permits, licenses, transportation, handling, assembly, and warranty on an F.O.B. destination freight-prepaid basis.
Required insurance includes commercial general liability of not less than $2 million per occurrence, automobile liability of $2 million per accident, workers' compensation per Oregon requirements, and professional liability of $1 million per occurrence with $3 million aggregate. Contractors must maintain current Portland business licenses and Multnomah County business tax accounts and comply with Portland City Code Chapter 7.02. A non-mandatory pre-proposal meeting is scheduled for February 4, 2025 at 10:00 a.m. at 910 NE Martin Luther King Jr Blvd. Questions must be submitted at least seven calendar days prior to bid opening to Axkana Rios-Martinez, Procurement Specialist, at (503) 341-0310 or Axkana.Rios-Martinez@portlandoregon.gov. Bid prices must remain firm for 60 calendar days from bid opening. Pioneer Waterproofing Company received the single responsive bid and was identified as the lowest qualifying bidder in the Notice of Intent to Negotiate and Award issued March 27, 2025.
