SECTION 1 INTRODUCTION
1.1 Background
Darcelle XV Plaza is the site of the downtown park formerly named O’Bryant Square. It was renamed in
2023 to Darcelle XV Plaza, to honor the lasting impact of Walter Cole, the visionary who transformed drag entertainment and provided a safe haven for people of all gender identities and sexual orientations. The renaming represents a crucial step towards inclusivity, recognition, and respect for Portland's LGBTQ2SIA+ community. Situated in Downtown Portland, within the Midtown Blocks that link the North and South Park

In partnership with Prosper Portland, the design team has recognized the opportunity to display long stored cast iron artifacts for the public’s appreciation and education of the City’s architectural historic heritage and has therefore produced plans for the inclusion of these restored pieces into the park’s design. It’s use at this park also provides a unique opportunity to tell the story of some of the most prominent LGBTQ+ historic preservationists in Portland.

Historic Cast Iron Rehabilitation SOW
Darcelle XV Plaza Project
Historic Cast Iron Rehabilitation Scope of Work – 10/16/2024
SECTION 1 INTRODUCTION
PP&R is seeking services for the moving, cleaning, rehabilitation, preparation and installation of up to twenty historic cast iron artifacts from storage to installation at the new Darcelle XV Plaza.
This work will be closely coordinated with the Darcelle XV Plaza Design team and General Contractor
(TBD).
SECTION 2 BACKGROUND
Darcelle XV Plaza is the site of the downtown park formerly named O’Bryant Square. It was renamed in
2023 to Darcelle XV Plaza, to honor the lasting impact of Walter Cole, the visionary who transformed drag entertainment and provided a safe haven for people of all gender identities and sexual orientations. The renaming represents a crucial step towards inclusivity, recognition, and respect for Portland's LGBTQ2SIA+ community. Situated in Downtown Portland, within the Midtown Blocks that link the North and South Park
Blocks along the Green Loop, Darcelle XV Plaza is poised to have a positive and lasting impact on the community.
2.1 Portland Parks and Recreation (PP&R) has hired NNA Landscape Architecture to design
Darcelle XV Plaza, in partnership with The Center for Public Interest Design (CPID) affiliated with Portland State University (PSU) and Downtown Portland Clean & Safe (C&S). C&S will be programming lead and provide enhanced security and site cleaning for the park’s interim phase (next 3-5 years).
2.2
2.3 In addition, the Design Team is working closely with the Portland Bureau of Transportation
(PBOT) to ensure that the design for Darcelle XV Plaza and adjacent Green Loop and Street
Plaza along SW 9th Avenue will be complementary.
2.4 The use of historic cast iron at this location provides a unique opportunity to tell the story of some of the most prominent LGBTQ+ historic preservationists in Portland. Cast iron at the plaza is also widely supported by the public, the Architectural Heritage Center, and Prosper
Portland.
SECTION 3 PROJECT DESCRIPTION
3.1 Historic Cast Iron
The Design team is working with Prosper Portland and the Architectural Heritage Center to acquire and reuse historic cast iron artifacts within the new Darcelle XV Plaza. The artifacts are pieces of historic building façade from the 1800’s that have been salvaged, stored, and preserved as part of a Prosper Portland program to preserve the historic elements of Old Town. The artifacts will be installed at Darcelle XV Plaza in and include up to 18 “Columns” and 1 “Arch”. The locations being:
• Gateway entry markers at up to three corners (6 Columns)
• Street frontage highlighting a rebuilt Smith and Watson building façade along 9th Avenue (10
Columns and 1 Arch),
• Community stage backdrop (2 Columns)
SECTION 4 PROJECT SCHEDULE
Scope of Work Anticipated Schedule*
Task 1: Relocate Cast Iron Spring 2025
Task 2: Clean, Rehabilitate, Prep, and Paint Summer 2025 – Fall 2025
Task 3: Collar Fabrication Summer 2025 - Fall 2025
Task 4: Installation Fall 2025
* Timeline is approximate, and dates should be estimated to achieve installation during the Fall 2025 in coordination with the General Contractor.
SECTION 5 SCOPE OF WORK
The following describes the proposed general scope of services for the project. The final scope, schedule and cost will be determined during the contract negotiations stage – but will need to be balanced with the overall project budget and schedule. The delivery of the refurbished elements will need to fall within the park construction window, as they will be ‘owner provided’ items for the Park’s General Contractor to coordinate for. The decision to proceed with each major task will be solely the decision of the PP&R Project
Manager (PM). The following tasks are anticipated to complete the work.
5.1 Task 1: Relocate Cast Iron
Currently, the 18 Columns and 1 Arch are in a warehouse in the Lloyd Neighborhood (“Warehouse”). PP&R will identify an additional column to be prepared and installed as a replacement for a column currently installed at N.W. Nation/N.W. Davis. The Warehouse includes a large garage door opening suitable for vehicular entry. The artifacts were moved to this location a few months ago with a forklift to stack rows of
Columns on top of each other. The Columns identified for use at Darcelle XV have been tagged with flagger tape, and several of them are currently sitting under other pieces not intended for PP&R’s use; so extraction of these pieces from the pile will be part of this scope of work. Of note, the Warehouse does not have access to power and the bidding contractor will have to provide their own lighting and required power options. (See Photos A-B)
The Columns vary in length (height when erect) from approximately 12 feet to 16 feet and are made of cast iron, making them extremely heavy, but also delicate. See Photo C for scale and varying height of similar
Columns. The Columns have been placed in storage for decades and have varying degrees of rust and deterioration. As the Design Team has been unable to view every side of each Column in their current location, the quality of each piece is not entirely known. A historic reference guide has been produced that shows the overall inventory and copies of this can be made available prior to bidding.
The Bidding Contractor will remove each Column from the stacks and lay them out in the Warehouse for
PP&R PM approval to relocate and rehabilitate. A member of the Design Team and PP&R PM will be on hand to identify and give approval to each piece for relocation. Include additional investigation of available cast iron to replace damaged columns in the Task 1 Scope.
As part of the bid, the Bidding Contractor will move, store and rehabilitate all of the artifacts at an alternative location or workspace provided by the contractor until installation (Prep Space).
Photo A. Columns identified in the warehouse for use at the new Darcelle XV are flagged.
Photo B. Design Team has identified the
Columns for relocation.
Photo C. Columns stand from approximately 12-
16 feet tall. The columns in this photo are from the same collection, rehabilitated and installed at
NW Naito and NW Davis.
Photo D. Ornamentation for the Columns may include ornate details and mascarons (faces).
5.1.1 Additional Ornamentation
It is anticipated that up to 4 Columns may have additional ornamentation (“Ornaments”) such as mascarons or other high relief sculpture (See Photo D). They had been previously detached from their parent Columns to preserve them from further damage and theft. The Architectural Heritage Center is in the process of identifying and locating the Ornaments. If they are available for use, the Bidding Contractor will relocate the Ornaments from storage in the Central Eastside to the Prep Space. Include pricing for these additional mascarons as a separate line-item in the bid.
5.2 Task 2: Clean, Rehabilitate, Prep, and Paint
Once relocated, the Contractor will clean and rehabilitate each Column for installation. The Contractor should clean each piece, taking care to maintain each piece’s historic integrity and uniqueness, bearing in mind the fragility of a century-plus old artifact. The Contractor should follow guidance for cleaning and restoring using the Historic Cast Iron Preservation Best Practice Materials (Attachment A). The Contractor shall provide a detailed work-plan for the restoration work to the owner for approval, as part of the bidding documents.
The Contractor will clean and attach any additional Ornaments to their parent Columns.
The Contractor will remove the Naito/Davis Column and clean and prepare them as needed. Within 1 week of contract signing, initiate coordination with PP&R to determine an acceptable time window for column removal from NE Davis/NE Naito.
The Contractor will prime and paint all Columns and Arch with a paint to be approved by PP&R:
• Gateway entry markers at up to three corners (6 Columns)
• Rebuilt Smith and Watson building façade along 9th Avenue (10 Columns and 1 Arch)
• Community stage backdrop (2 Columns)
• Replacement Column (1 Column)
5.3 Task 3: Collar Fabrication
The Contractor will fabricate Collars for each Column to affix them in place to site-installed support posts provided at the new Darcelle XV Plaza. The support posts and engineered footings will be by others. A precedent for this installation can be seen at NW Naito and NW Davis. See photos E-G. If this method is not preferred, the Contractor may propose an alternative installation method for approval.

Prior to fabrication, The Contractor shall provide a detailed shop drawing for review and approval. Provide drawings that are to-scale and clearly identify the structural post they will attach to as well as where on the artifact they will attach. Include details showing all connections and proposed hardware sizes and finishes for review. Bidder shall coordinate with the design team and General Contractor to design all required attachments as needed to secure columns to planned support posts. Structural Column details will be provided upon request. Request any information necessary to coordinate with the Park’s design for structural post size, lighting, electrical, and structural engineering.
5.4 Task 4: Installation
The Contractor will move the Columns and Arch to the Project Site and provide the capability to maneuver and install the columns on-site in coordination with the PP&R PM and general contractor. Support posts and footings will be provided by others in the General Contract. Bidder shall coordinate with the General Contractor to install all required attachments as needed to secure columns to support posts.
See Attachment B.
5.4.1 NW Naito/ NW Davis Column Swap
One Column for installation at Darcelle XV Plaza is not located at the Warehouse. It is currently installed at NW Naito and NW Davis and has been previously restored and painted. This is an essential piece that will hold up the Arch when installed at Darcelle XV Plaza. This scope includes:
1. The Contractor will remove the NW Naito/Davis Column from its current installation.
2. The Contractor will relocate, clean, refurbish as necessary, paint, and install the removed NW
Naito/Davis column at Darcelle XV Plaza.
3. The Contractor will replace this column at the NW Naito/Davis location, with a restored
Column (“Replacement”) from the collection that is part of this scope of work.
4. The Contractor will clean the Replacement, paint to match, fabricate and finish a new collar to visually match the in-place elements at NW Naito/Davis, and install at the NW Naito/Davis location.
