About this opportunity

The Port of Brookings Harbor in Oregon is soliciting qualifications-based proposals for architecture and engineering services on its Boat Yard Stormwater Improvements Project, with questions due November 16, 2026 and proposals due December 2, 2026 at 10:00 a.m. Pacific Time. The solicitation includes no set-aside or preference program, and selection follows Oregon Revised Statutes Chapters 279A and 279C.

The scope covers design and permitting of boatyard improvements, including reconstruction of an 85-ton marine travel lift, heavy-duty boatyard resurfacing for marine industrial use, stormwater collection and industrial water quality treatment, electrical power distribution upgrades, and exterior yard lighting. The consultant must coordinate with Port operations, tenants, and regulatory agencies. Firms must be licensed engineering consultants. Required insurance includes professional liability of $1 million per claim and $2 million aggregate, plus commercial general liability, commercial automobile liability, and workers' compensation coverage.

If the project receives EPA Community Grants funding, the selected consultant must comply with 2 CFR Part 200, EPA procurement standards, Build America Buy America requirements, Davis-Bacon prevailing wage provisions if applicable, and American Iron and Steel requirements for water infrastructure components. A 20 percent non-federal cost share typically applies to EPA Community Grants unless waived.

Written proposals are scored out of 100 points: marine and port project experience (30), travel lift and heavy industrial facility experience (25), project team qualifications (20), project approach and understanding (15), and schedule and availability (10). Interviews are anticipated December 9, 2026 and add scoring for proposed key staff and experience, engineering philosophy and approach, and integrity and professional ethics. Cost proposals are prohibited during initial submission; compensation is negotiated with the highest-ranked eligible proposer. Protests must be filed by November 25, 2026, and consultant selection and Board approval of contract and fees are scheduled for January 20, 2027.
