About this opportunity
The Port of Brookings Harbor, Oregon is requesting proposals for professional engineering and permitting services for its Boat Yard Stormwater Improvements Project, with informal questions due November 16, 2026 and proposals due December 2, 2026 at 10:00 a.m. Pacific Time. The procurement is a Qualifications-Based Selection under Oregon Revised Statutes Chapters 279A and 279C, so cost proposals are deferred to negotiation with the highest-ranked firm. Federal grant conditions are the main filter: the project may be funded in whole or in part by U.S. Environmental Protection Agency Community Grants assistance, and the selected consultant must comply with 2 CFR Part 200, Build America, Buy America requirements for covered infrastructure, Davis-Bacon and Related Acts prevailing wage requirements if applicable, and American Iron and Steel requirements for water infrastructure components. A 20% non-federal cost share is generally required unless EPA waives it.
The scope covers design and permitting for heavy-duty boatyard resurfacing suitable for marine industrial use, stormwater collection and industrial water quality treatment, electrical power distribution upgrades and exterior yard lighting, and demolition and reconstruction of a marine travel lift rated for 85 tons. The project is designated a Coastal Zone project requiring coordination with county, state, and federal agencies. Consultants must hold all required Oregon professional licenses and carry at least $1,000,000 in commercial general liability per occurrence, $1,000,000 in commercial automobile liability, and $1,000,000 in professional liability per claim.
The Port will negotiate with the highest-ranked consultant and, if negotiations fail, may proceed with the next-ranked proposer. The timeline runs as follows: protest deadline for the solicitation on November 25, 2026; proposal review and scoring on December 3, 2026; interviews and consultant selection notice on December 9, 2026; award protest deadline on December 15, 2026; board approval on December 16, 2026; and final board approval of contract and fee on January 20, 2027.
