About this opportunity

The Port of Portland is soliciting proposals under RFP 2026-14804 for insurance brokerage and risk management consulting services, with questions due January 8, 2027 and proposals due January 15, 2027 at 3:00 PM. The opportunity is listed under the Multnomah County, Oregon jurisdiction. Providers must be licensed to do business in Oregon. No set-aside, preference program, sole-source intent, or cooperative-purchasing vehicle is named.

The Port seeks a single provider for insurance brokerage, risk management consulting, and related support for property and liability coverages across its enterprise. That enterprise includes three marine terminals, five commercial and industrial parks, Portland International Airport, two general aviation airports, and dredging operations. Required coverage is $1 million each for commercial general liability, automobile liability, employers' liability, and professional liability. The Port requires a fee-based arrangement: an annual flat fee covering all services, with no collection of insurance company commissions. Proposers must complete Schedule 4.5.1 with annual fees for each of the five contract years. The Port reimburses reasonable direct expenses under its Travel Expense Reimbursement Guidelines.

The contract term is five years beginning March 1, 2027, with Port-discretion options to extend for four additional years in two-year increments. Evaluation criteria and weights are Cost/Fees (30%), Shared Prosperity Initiative (25%), Qualifications of Provider (15%), Broker Team (15%), and Broker Approach and Management (15%). The evaluation may include a competitive range determination, presentations or interviews with selected providers, and best-and-final offer requests at the Port's discretion. The Port will negotiate compensation with the highest-ranked provider or providers. The Port may reject any or all proposals and is not obligated to award a contract. No pre-proposal conference will be held.
