The District intends to award up to two on-call price agreements.
Scope covers planning, analysis, design, inspections, sampling, cost estimation, hydrologic and hydraulic modeling, field surveys, condition assessments, development reviews, engineering drawings and specifications, construction support, and environmental permitting for water resources projects. Contractors must comply with nondiscrimination, tax, and Oregon Public Contracting Code requirements, and prevailing wage applies where applicable. Required insurance includes $1 million general liability, $1 million commercial auto liability, workers' compensation under Oregon law, $5 million umbrella liability, and $1 million professional liability.
A combined total compensation cap of $600,000 applies to both awarded agreements, with individual task orders carrying not-to-exceed budgets. Evaluation addresses firm qualifications and key personnel, relevant experience with similar projects, understanding of the requested services and capacity to handle multiple concurrent projects, and community outreach and environmental sustainability commitment. Proposals are limited to 12 pages.
Addenda are due by November 13, 2026. Initial evaluations are scheduled for December 7–11, 2026, with interviews potentially held December 14–18, 2026.
