About this opportunity

The City of College Park, Georgia issued RFP 052323 for an access control system upgrade across nine city buildings, with a mandatory pre-proposal meeting on April 26, 2023 at 10:00 a.m. and sealed proposals due May 23, 2023 at 9:30 a.m. This procurement has closed; Integrated Security Technologies was awarded the contract for $169,068.94.

The scope encompassed system installation and expansion at Badgett Stadium & Concessions, Brady Recreation Center, City Auditorium, City Hall, Conley Recreation Center, Historic Building, Power & Water/Sewer Building, Public Works Building, and Tracy Wyatt Recreation Center. The City currently operates two separate access control platforms—Genetec version 5.7 SR4 and Facility Commander version 7.7—across three of nine locations using IDville proximity cards. The contractor was required to integrate with existing infrastructure or migrate to a unified platform. The contract awarded one year with four one-year renewal options.

Contractor qualifications included NIST 800-171 compliance and current Genetec certification. All work and materials were warranted for one year, with labor to occur during normal business hours (Monday–Friday, 8:00 a.m.–4:30 p.m.), and bidders required to provide after-hours labor rates if necessary. A bid bond of 5% of bid amount was mandatory, along with performance and payment bonds of 100% of contract amount before Notice to Proceed. Insurance requirements included Workers' Compensation, Business Auto ($500,000 minimum), Commercial General Liability ($1 million per claim / $2 million per occurrence), and Professional Liability ($1 million minimum).

Cost proposals were organized by individual building with grand total lump sum. The City offered local preference to vendors with business locations within College Park city limits if their bid did not exceed the lowest non-local bid by more than three percent. The City reserved the right to select any or all buildings based on available funding and awarded on responsiveness and responsibility, not lowest cost. Questions were due May 9, 2023 at 12:00 p.m., with addenda published by May 19 at 4:00 p.m.
