About this opportunity
The City of Brookhaven, Georgia is soliciting proposals under RFP 26-114 for staffing, water maintenance, and supervision of its aquatics program at three public outdoor pools, with a mandatory pre-bid conference on November 17, 2026 at 1:00 p.m. EST at 3360 Osborne Road. Questions are due November 24, 2026 at 5:00 p.m. EST, and proposals are due December 4, 2026 at 4:00 p.m. EST through the Bonfire Portal.
The facilities are Briarwood Park Pool (180,035 gallons), Lynwood Park Pool (a 22,125-gallon feature pool and a 97,710-gallon lap pool), and Murphey Candler Park Pool (a six-lane lap pool with a separate wading pool). The season runs from Memorial Day weekend through Labor Day, with daily and weekly schedules set for each facility. The contractor must supply lifeguards with current national certifications, a designated Certified Pool Operator and Head Lifeguard at each facility, cleaning services, and first aid supplies at its own expense. Minimum lifeguard staffing is three guards plus one additional staff member at Murphey Candler, four plus one at Briarwood, and five plus one at Lynwood. The contractor must also conduct monthly in-service training with a minimum of two hours of in-water skills, perform weekly supervisory visits, test water quality every two hours, and deliver weekly water quality reports. The City provides pool chemicals, janitorial supplies, vacuums, water testing kits, furniture, and safety equipment.
The contract term is three years beginning January 1, 2027, with an option to renew for an additional two years without a new bidding process. The cost proposal requires lump-sum pricing for full staffing, day rates for individual pools, guard hourly rates, pool manager hourly rates, and optional before- and after-hours rental rates.
Evaluation weights qualifications and experience of the firm and key staff at 55 points, cost at 25 points, approach at 10 points, and proposal clarity at 10 points, for a total of 100 points.
