About this opportunity
The California Arts Council is requesting proposals for comprehensive reasonable accommodation, ergonomics assessment, and training services under RFP-26-015, with bids due October 22, 2026 by 5 PM and questions due October 15, 2026. This is a single-award, three-year contract open to California-based independent contractors, individuals, sole proprietors, partnerships, California Certified Small Businesses, Disabled Veteran Business Enterprises, 501(c)(3) organizations, private for-profit organizations, and joint powers agreement entities.
The scope encompasses reasonable accommodation case consultation and interactive process support; ergonomic assessments (onsite, remote, or hybrid); written recommendations and follow-up evaluations; and training or technical assistance to CAC managers and staff for a workforce of up to forty personnel on an as-needed basis. The contractor must maintain liability insurance naming CAC as an additional insured and comply with California business registration and tax compliance requirements.
Compensation is structured as separate fully burdened hourly rates for reasonable accommodation specialists, ergonomic specialists, senior/complex case consultants, and training/program consultation, with all administrative and ordinary overhead expenses included. CAC does not guarantee minimum referrals, assessments, billable hours, or expenditures. Invoices are submitted monthly in arrears with detailed service documentation. Advance payment of up to twenty-five percent may be authorized, with ten percent retention held until satisfactory completion; travel expenses must be included within the bid.
The evaluation process consists of three phases: administrative pass/fail review; technical scoring (maximum 340 points, including up to 40 reference points for four required client references from the past five years—two for reasonable accommodation services and two for ergonomic services); and cost scoring (maximum 30 points, calculated against the lowest-cost proposal). Additional points apply for California Certified Small Business preference, Target Area Contract Preference Act (TACPA) eligibility for contracts exceeding $100,000 with 90% of labor hours performed in distressed areas, and Disabled Veteran Business Enterprise incentives.
Questions are due October 15, 2026, with answers posted by October 19, 2026. Evaluation occurs October 23–27, 2026. Notice of Intent to Award is October 27, 2026, followed by a five business-day protest period through November 3, 2026. Contract award is anticipated November 4, 2026, contingent on Department of General Services Office of Legal Services approval (estimated November 4–6). The contract term runs November 10, 2026 through November 9, 2029.
