About this file
This is a Manufacturer's Summary form (DGS/PD 525) used by the California Department of General Services to evaluate bidding preferences for state contracts involving manufactured goods. The form is designed to support bids submitted to the California Arts Council (CAC) for RFP-26-015, which seeks a qualified contractor to provide comprehensive Reasonable Accommodation, Ergonomics and Training Services. The current bid submission deadline is October 22, 2026 by 5:00 PM. The resulting contract will be awarded to a single vendor and will have a three-year term. The form requires bidders to document production capacity, employee labor hours, and manufacturing activities across multiple product line items, with separate summaries required for each manufacturing site involved in producing contract goods.
The Manufacturer's Summary form is utilized to determine eligibility for Target Area Contract Preferences Act (TACPA) bidding preferences, which requires demonstration that a minimum 50 percent of projected employee labor hours (for goods contracts) or 90 percent (for services contracts) will be performed within economically distressed areas of California. Both the manufacturer and bidder must sign the completed form to qualify for preferences. The form captures detailed labor hour information across manufacturing, packaging, handling, warehousing, and shipping activities, along with production capacity in 8-hour shifts and total contract quantities. Bidders must correlate the labor hours reported on this form with those submitted on the preference request form STD 830. False certifications or omission of required information subjects bidders to sanctions as outlined in applicable statutes.

The California Legislature has declared that it serves a public purpose and is a benefit to the State to encourage business investment, promote job development, and to facilitate job maintenance in economically distressed areas of the state. It is the intent of the Legislature to further these goals by providing appropriate preferences to California based companies submitting bids or proposals for state contracts to be performed at worksites in economically distressed areas when the contract is for goods or services in excess of $100,000. To obtain preferences, the bidder must demonstrate that a minimum 50% (for goods contracts) or 90% (for services contracts) of the projected employee labor hours necessary for the contract will be performed within the economically distressed area. This includes manufacturer’s employee labor hours.
