About this opportunity
The California Department of Veterans Affairs is requesting proposals for financial governance consultation services across all eight California Veterans Homes under RFP 25SS0022, with proposals due June 16, 2026 at 10:00 a.m. PST and a mandatory in-person pre-proposal conference on June 3, 2026 at 9:00 a.m. PST in Sacramento. A 5% Small Business preference and a 1–5% Disabled Veteran Business Enterprise (DVBE) incentive based on participation level apply; non-small businesses committing to 25% Certified Small Business subconsultant participation may qualify for additional consideration.
The scope comprises two parallel initiatives. The revenue cycle transformation program includes four phases—Building Foundation (due 08/15/2026), Revenue Cycle Stabilization (due 11/30/2026), Process Optimization (due 02/01/2027), and Process Refinement (due 04/01/2027)—each requiring findings reports, presentations, desk procedures, and documented training plans to establish governance controls, stabilize billing processes, and strengthen financial discipline across the eight homes. The enterprise-wide budget process enhancement initiative spans two phases—Assessment (due 09/01/2026) and Process Enhancement (due 12/30/2026)—to review current budget allocation methodologies and implement improvements aligned with California Department of Finance guidance. The contractor must provide on-site staff training using documented standard operating procedures.
Proposers must demonstrate at least three years of experience developing financial strategies and providing training for healthcare facilities accepting Medicare and Medicaid reimbursements, maintain familiarity with electronic medical records systems, and possess knowledge of California state budget processes. All responses require independently audited financial statements covering the preceding 24 months, three professional references with at least one from a government entity, valid California business licenses, and compliance with HIPAA regulations. Services are performed at the contractor's place of business during standard business hours (8:00 a.m. to 5:00 p.m. PST, Monday–Friday), with coordination by CalVet Contract Manager Geraldine Gillen.
The anticipated contract term runs from June 30, 2026 through May 12, 2027. Evaluation occurs in four phases: administrative compliance (pass/fail), technical evaluation (maximum 105 points), cost proposal scoring (maximum 60 points), and final award determination. Questions are due June 8, 2026. CalVet reserves the right to award up to two agreements and reject all proposals. The contract includes mandatory Commercial General Liability ($1 million minimum), Professional Liability ($1 million per claim / $3 million aggregate), and Workers' Compensation insurance, with the contract subject to a Budget Contingency Clause allowing termination if appropriated funding is reduced or eliminated.
