About this file
This is an Iran Contracting Act Certification attachment for a Department of Veterans Affairs RFP Number 25SS022. The certification requirement applies to State of California contracts for goods or services valued at $1,000,000 or more. Vendors and financial institutions must complete the certification process prior to bidding, submitting a proposal, or executing a contract or renewal. The attachment provides two compliance options: vendors may certify they are not on the current California Department of General Services list of persons engaged in investment activities in Iran, or they may demonstrate an exemption has been granted for the specific solicitation or contract. Financial institutions must also certify they are not extending $20,000,000 or more in credit to another person for 45 days or more if that credit will be used to provide goods or services in the energy sector in Iran.
The certification document requires vendors to provide their legal name, Federal ID Number if available, and authorization signature from a duly authorized representative. California law establishes significant penalties for false certifications, including civil penalties equal to the greater of $250,000 or twice the contract amount, contract termination, and three-year ineligibility to bid on future contracts. Vendors may alternatively submit documentation demonstrating they have received a case-by-case exemption from the certification requirement under Public Contract Code sections 2203(c) and (d). The attachment does not contain pricing information, set-asides, incumbent details, or other contract terms; it serves solely as a compliance and certification mechanism for Iran-related contracting restrictions.
