About this file
This is a Proposer's Rate Sheet for Solicitation Number 25SS0022 issued by the California Department of Veterans Affairs to solicit financial governance consultation services. The solicitation requires proposers to submit all-inclusive rates for four primary deliverable phases addressing revenue cycle stabilization across eight Veterans Homes, plus an enterprise-wide budget process enhancement initiative. Phase 1 requires a report on governance findings, presentation, desk procedures, and training plan; Phase 2 focuses on revenue cycle stabilization with similar deliverables; Phase 3 addresses process optimization to streamline billing and increase revenue; and Phase 4 involves process refinement with month-end discipline strengthening. The enterprise-wide budget process enhancement consists of Phase 1 assessment and Phase 2 implementation, each with corresponding reports, presentations, procedures, and training plans. Proposers must also provide on-site training to staff utilizing documented standard operating procedures to ensure operational efficiencies and compliance standards are maintained. Proposals are valid for 180 calendar days from submission, and CalVet reserves the right to amend the resulting agreements for one additional year if approved by the Department of General Services.
The cost proposal methodology requires proposers to submit one all-inclusive rate per deliverable, which serves as the basis for proposal evaluation and comparison. Failure to indicate a dollar amount for any requisite item may result in proposal rejection. CalVet specifies that estimated numbers are for evaluation purposes only and makes no guarantee regarding actual hours or work volumes, as these are subject to fluctuation in patient population. However, the actual rates quoted by proposers shall remain binding for the agreement term. Proposers may optionally offer an early payment discount of a specified percentage for invoices paid within 30 days of receipt, though such discounts do not affect evaluation and scoring. The rate sheet emphasizes that proposed rates are all-inclusive and will be used solely for comparison purposes during the proposal evaluation process.
