About this file
This is a California Civil Rights Certification form issued by the State of California Department of General Services, Office of Legal Services, applicable to state contracts valued at $100,000 or above. The certification document requires contractors and bidders to attest, under penalty of perjury, compliance with two key California civil rights statutes: the Unruh Civil Rights Act (Civil Code Section 51) and the Fair Employment and Housing Act (Government Code Section 12960). These compliance requirements apply to contracts executed or renewed on or after January 1, 2017. Additionally, contractors must certify that any internal policies regarding sovereign nations or peoples recognized by the United States government are not applied in violation of either the Unruh Civil Rights Act or the Fair Employment and Housing Act.
The certification requires an authorized representative of the proposer or bidder firm to execute the document under penalty of perjury, providing the firm name, Federal ID Number, printed name and title of the signing official, county and state of execution, and date of execution. This form serves as a mandatory compliance document that must be submitted at the time a bid or proposal is submitted or when a contract is renewed, ensuring that all state contractors demonstrate adherence to California's civil rights laws as a condition of contract eligibility.
