About this opportunity
The California Department of Technology is requesting proposals for the Building Embodied Carbon Reporting Tool (BECRT), a web-based software system for tracking and reporting embodied carbon emissions from building materials, with proposals due September 4, 2026, at 12:00 p.m. Pacific Time. Bidders must achieve a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation in net proposal price, with optional incentives available for exceeding this requirement up to 5%. Small Business and Target Area Contract Preference Act (TACPA) preferences are also available to qualifying bidders.
The BECRT system will support company registration, user authentication, data submission via web forms and Excel/CSV/XML templates, fee collection and waiver processing, correspondence management, an environmental accounting ledger for greenhouse gas emissions tracking, and reporting capabilities for regulated entities including building material manufacturers, importers, and builder-owners. The platform must accommodate up to 1,000 concurrent external users and 100 concurrent internal users during submittal periods, process file uploads within 500 milliseconds for 100 concurrent users, and integrate with CARB's Okta authentication service, payment portal, and address verification systems. All solutions must comply with California AB 434, ADA Section 508 accessibility standards, CARB's coding and architecture standards, and Web Content Accessibility Guidelines. Code reviews with CARB Office of Information Services security representatives are mandatory at each development iteration.
The contract is structured as fixed-price, deliverable-based across five tasks: ongoing project management, MVP development, and three post-MVP releases, each progressing through planning, analysis, design, execution, testing, and deployment phases. The base contract term is three years, with the State holding options to exercise up to five additional one-year extensions for a maximum eight-year term. Anticipated award notification is December 9, 2026, with contract commencement on December 11, 2026. Bidders must submit an OSTP-approved Electronic Vendor Application of Qualifications (eVAQ) prior to proposal submission, demonstrate a minimum of three completed projects within seven years, and identify key staff for five mandatory positions: Project Manager, Business Analyst, Solution Architect, Lead Developer, and Testing/Quality Assurance Lead. Questions are due August 14, 2026; intent to bid and confidentiality statements are due August 28, 2026.
