About this file

This is an Exhibit D Cost Workbook for RFP 2526053, a Building Embodied Carbon Reporting Tool (BECRT) solution solicitation issued by the California Department of Technology. The workbook establishes the cost submission framework for the procurement, which encompasses five primary tasks: ongoing project management and reporting, BECRT Minimum Viable Product development, and three post-MVP releases. Task 1 includes project governance deliverables such as monthly and weekly status reports, project management plans, and meeting documentation at no cost. Tasks 2 through 5 contain multiple deliverables across planning, analysis, design, execution, testing, and deployment phases, with costs to be determined through Detailed Estimate Documents (DED) and Detailed Assessment Documents (DAD). The final task (Release 3) includes additional transition and maintenance planning activities. Bidders must complete all yellow-highlighted cells in the cost worksheets and submit them with their final proposals by July 31, 2026.

The cost workbook requires bidders to provide hourly rates for five key staff classifications: Project Manager, Business Analyst, Solution Architect, Lead Developer, and Testing/Quality Assurance Lead. Bidders must submit rates for all classifications, with emphasis on providing the lowest, most competitive pricing. Tab 2 captures minimum contract value costs with a weighting of 1,849 evaluation points, while Tab 3 addresses four mandatory optional deliverables related to data submission configuration and dynamic data validation features with zero evaluation points. The workbook includes a rollup tab that consolidates costs from all sections to calculate the total contract value. Bidders are responsible for ensuring all worksheet calculations are accurate, as the State assumes no responsibility for calculation errors. The instructions note that certain cells contain pre-populated formulas, but verification of accuracy remains the bidder's obligation.
