About this opportunity
The City of Roswell, Georgia, under a FEMA and GEMA-funded Hazard Mitigation Grant project, is soliciting construction services through Request for Proposal (RFP) 25-329-K for the installation of a 1000kW, 480V, three-phase diesel generator at the Water Treatment Plant located at 100 Frank Lewis Drive. The scope of work includes constructing a concrete pad at a predetermined location, relocating the previously purchased generator to the pad, installing electrical equipment to connect the generator to an existing Automatic Transfer Switch (ATS) inside the Water Treatment Plant, and performing field verification and potential rerouting of a two-inch water line at the proposed site. Deliverables encompass site preparation, erosion control, grading, concrete pad construction (reinforced concrete pavement of 54 square yards with 45 linear feet of concrete header curb), electrical integration including ATS wiring and switchgear modifications, stormwater management through compost filter socks, and sod installation covering 140 square yards, with an optional alternate for concrete stairs including a 50-square-yard concrete sidewalk, 10 linear feet of handrail, 5 cubic yards of concrete stairs, and existing concrete removal. Qualified contractors must demonstrate at least five years of experience on similar projects, provide five references from comparable engagements, possess all necessary state licenses, maintain sufficient bonding capacity for payment and performance bonds, and provide evidence of current Builder's Risk Insurance. A non-mandatory site visit is scheduled for November 10, 2025, at 10:00 AM, with questions accepted until November 13, 2025, at 5:00 PM, and proposals due on November 25, 2025, at 2:30 PM EST through the Bonfire bidding platform at roswellgov.bonfirehub.com. The City will evaluate proposals based on lowest responsive, responsible offeror or best value consideration factors including after-receipt-of-order response time and overall cost, with the contract requiring substantial completion within 60 days and final completion within 90 days from commencement.
This procurement contains no identified set-aside designations for disadvantaged enterprises; however, all offerors must comply with federal E-Verify employment eligibility verification requirements, Davis-Bacon Act wage requirements mandated by federal FEMA funding, drug-free workplace certifications, civil rights laws, and Georgia employment eligibility verification under O.C.G.A. 13-10-91. The contract documents incorporate EJCDC C-700 General Conditions (2018) and C-800 Supplementary Conditions (2018), establishing a stipulated fixed-price contract with 95 percent monthly progress payments less retainage, liquidated damages of $250 per day for failure to meet deadlines, a two-year correction period, and contractor responsibility for providing comprehensive insurance including statutory workers' compensation, $1,000,000 commercial general liability per occurrence, $500,000 auto liability per occurrence, and $1,000,000 professional liability per claim/aggregate, with all carriers maintaining A.M. Best ratings of A-5 or higher. No specific budget or award value is disclosed in the procurement documents; however, the project scope and 60-90 day completion requirements suggest a mid-range construction contract, with the City reserving the right to negotiate contract modifications with the winning offeror. All proposals must remain valid for 60 days following submission, with invoices payable within 30 days of acceptance, and all goods and materials provided on an F.O.B. Destination, Freight Prepaid and Allowed basis.
