About this file

This is a Scope of Work document for the City of Roswell in partnership with GEMA (Georgia Emergency Management Agency) and FEMA regarding a Hazard Mitigation Grant project. The City of Roswell is soliciting a contractor to perform construction services for the installation of a 1000kW, 480V, three-phase generator at its Water Treatment Plant. The scope of work includes constructing a concrete pad at a pre-determined location, transferring the generator to the pad, and installing electrical equipment to connect the generator to an existing transfer switch inside the Water Treatment Plant. The project also requires field verification and potential rerouting of a 2-inch water line currently located at the proposed concrete pad site. The generator has already been purchased by the City of Roswell.

The project is funded through FEMA and GEMA grant programs, which mandates that the selected contractor must comply with all federal policies, including Davis Bacon Act wage requirements. Construction for GEMA’s Hazard Mitigation Grant – Generator at Roswell’s Water

Treatment Plant

Scope of Work

In 2025, the City of Roswell received a GEMA Hazard Mitigation Grant to install a 1000kW, 480V, three phase generator at its Water Treatment Plant. The location and size of the generator was determined during the grant pre-application process. The location cannot be changed. The generator has been purchased.

The City of Roswell is soliciting the services of a contractor to construct the concrete pad, transfer the generator to the pad, and install electrical equipment needed to connect the generator to the existing transfer switch located inside the Water Treatment Plant.

Currently, there is a 2-inch water line located where the proposed concrete pad is to be installed and will need to be field verified and rerouted if needed.

This project is funded by a FEMA and GEMA grant and therefore, the selected contractor will be required to meet all federal policies including Davis Bacon Act requirements.
