About this opportunity
The City of Eugene, Oregon, is requesting proposals for a Fleet Vehicle and Equipment Parts Price Agreement (RFP 20272006) for its Fleet Services division, which manages approximately 1,500 pieces of equipment, with sealed proposals due August 6, 2026, at 3:00 PM PST. The City is issuing this solicitation in partnership with the Greater Oregon Fleet Cooperative Procurement Group (GOFC), and the resulting agreement will be extended to other Oregon public agencies and GOFC members under identical terms and conditions.
The scope covers six primary product categories — Body and Main Parts, Electrical and Electronics, Interior, Powertrain and Chassis, Miscellaneous Parts, and Batteries — spanning automotive, light-duty truck, heavy-duty truck, trailer, and equipment components. Bidders must submit pricing across numerous line items in multiple formats (MSRP, discount percentages or dollar amounts off list price, and final contract pricing) and may supply OEM parts, aftermarket or new parts, or remanufactured parts. Proposers must deliver OEM-quality parts with manufacturer warranties, fulfilling standard stock orders within 24 hours and emergency orders within two hours, with all pricing quoted FOB destination, freight prepaid and allowed, to the City's Fleet Services Building at 1820 Roosevelt Boulevard, Eugene.
The anticipated award date is no later than August 31, 2026. The City intends to establish one or more five-year price agreements with provisions for cancellation by the City upon 30 days' written notice. Pricing must be firm for the first contract year; proposed adjustments thereafter require 30 days' advance notice supported by adequate documentation. The agreement is non-exclusive.
Evaluation is based on a 75-point system: ability to sell and deliver parts (20 points), order and return processes (25 points), and offered solutions (30 points). Proposals must be submitted electronically through OregonBuys. All proposals must comply with Oregon public contracting laws, nondiscrimination requirements, fair employment practices, workers' compensation obligations, and tax law compliance.
