About this opportunity
The State of Alaska Department of Public Safety, Division of Administrative Services is requesting proposals for pre-employment medical examinations, fitness-for-duty evaluations, and drug testing services under RFP 2027-1200-0020, with proposals due by 1:30 p.m. Alaska Standard Time on August 17, 2026. Individual practitioners must be practicing adult primary care physicians, physician assistants, or advanced practice registered nurses with a minimum of two years' recent experience performing medical evaluations and fit-for-duty assessments within the previous four years; proposals failing to meet this requirement will be rejected as non-responsive.
Services will be provided in two Alaska locations: Anchorage and Fairbanks. The scope includes pre-employment medical examinations for Alaska State Trooper Recruits, Court Services Officers, and Deputy Fire Marshals, encompassing medical history reviews, physical assessments including vision and hearing tests, cardiovascular evaluations, musculoskeletal examinations, laboratory urinalysis, tuberculosis screening, drug profile testing, and breath alcohol testing. The contract calls for 120 pre-employment screening and evaluation instances and 5 fitness-for-duty evaluations during each contract period. All work must be performed by the contractor's own staff; subcontractors and joint ventures are not permitted.
The initial contract term begins approximately September 1, 2026, with four optional one-year renewal periods at the state's sole discretion. This is a firm fixed-price contract with pricing subject to available appropriated funds; payment is due within 30 days of invoice receipt, with a 5% discount available for invoices paid within 15 business days. The cost proposal must include all direct and indirect costs such as personnel, licensing, hardware, supplies, overhead, and profit, using the provided template without alterations.
Evaluation criteria allocate 40% to qualifications and understanding (10% each for experience, project understanding, methodology, and management plan), 50% to contract cost, and 10% to Alaska Offeror Preference. Contractors must hold valid Alaska business licenses and applicable professional licenses prior to the proposal deadline and maintain commercial general liability at $300,000 minimum, commercial automobile liability at $300,000 minimum, and professional liability based on contract value. Questions are due in writing to Procurement Specialist Calin Logan at (907) 269-0599 or calin.logan@alaska.gov. The state anticipates notice of intent to award the week of August 24, 2026.
