Amendment 2 to RFP 2027-1200-0020: Applicant Medical Examinations

This is Amendment 2 to a Request for Proposals issued by the State of Alaska Department of Public Safety, Division of Administrative Services for pre-employment medical examinations and fitness-for-duty evaluations. The amendment responds to offeror inquiries regarding examination volume and service locations. The state anticipates approximately 110 medical examinations annually, based on six testing cycles per year with an average of 15 applicants per cycle, plus potential additional cycles with approximately 10 applicants each. Current testing occurs exclusively in Anchorage, with future expansion to Fairbanks under consideration. The contract encompasses pre-employment screenings for Alaska State Trooper Recruits, Court Services Officers, and Deputy Fire Marshals, as well as fitness-for-duty evaluations, requiring 120 pre-employment instances and 5 fitness-for-duty evaluations per contract period. The initial contract term begins approximately September 1, 2026, with four optional one-year renewal periods at the state's sole discretion. Proposals were originally due August 17, 2026, but Amendment 2 and subsequent amendments extended the deadline to August 19, 2026 at 1:30 p.m. Alaska Standard Time. The state anticipated notice of intent to award the week of August 24, 2026.

Amendment 2 is a mandatory return document requiring offerors to sign and return the amendment page with their proposals; failure to do so may result in proposal rejection. This is a firm fixed-price contract with all direct and indirect costs included in the cost proposal using the state-provided template. Qualified practitioners must be practicing adult primary care physicians, physician assistants, or advanced practice registered nurses with a minimum of two years' recent experience performing medical evaluations and fitness-for-duty assessments within the previous four years. All work must be performed by the contractor's own staff with no subcontractors or joint ventures permitted. Insurance requirements include commercial general liability of $300,000 minimum, commercial automobile liability of $300,000 minimum, and professional liability based on contract value. Payment terms provide net 30 days from invoice receipt, with a 5% discount available for invoices paid within 15 business days. The evaluation criteria allocate 40% to qualifications and understanding, 50% to contract cost, and 10% to Alaska Offeror Preference.

Questions submitted by potential offerors and answers from the state:

Question 1: Do you know approximately how many examinations are expected annually?

Answer: We hold testing cycles 6 times a year with the understanding we may add a few if needed. Taking into account we average around 15 applicants per cycle, with maybe 10 at the added cycles if they occur, that estimate comes in around 110 per year.

Question 2: Do you know what locations will be utilized around the state? Anchorage, Fairbanks, Wasilla, etc…?

Answer: Currently we only do testing in Anchorage; however, we have discussed making exams available in Fairbanks in the future.
