About this opportunity

Milwaukee Public Schools (MPS) has issued Request for Proposal (RFP) 1156 for moving services, seeking a contractor to provide transportation of primarily books and school-related materials across various MPS sites within Milwaukee. The procurement covers moving services between MPS buildings and potentially occasional off-site pickups, with a typical move requiring two movers (one serving as driver), one truck, and completion within one day or less. The contract is anticipated to run from March 1, 2026 through February 28, 2029, with no guaranteed minimum number of moving assignments. MPS reserves the right to select multiple vendors to fulfill its needs and will evaluate proposals based on lowest responsive bid that conforms to minimum requirements. Key evaluation criteria will include operational efficiency, customer service, problem-solving responsiveness, and invoicing processes. The proposal is due on October 29, 2025, and all communication must occur exclusively through the Bonfire messaging system, with external communication resulting in automatic disqualification.

The RFP includes specific requirements for Historically Underutilized Businesses (HUBs), mandating that vendors be for-profit businesses at least 51% owned, controlled, and managed by minority, women, disadvantaged, emerging, or SBA-8A business owners. Contractors must also participate in a mandatory Student Engagement Program, requiring 100 hours of student employment and 10 hours of career education per 12-month contract term, with options to directly employ students or utilize alternative placement sites. Vendor requirements include comprehensive insurance coverage, including $1 million in commercial general liability, $1 million in automobile liability, and $5 million in umbrella liability, with the Milwaukee Board of School Directors named as an additional insured. While no specific contract value is explicitly stated, vendors must complete detailed forms including HUB Utilization Plans, Prime Vendor Information Sheets, and Student Employment Commitment forms. Contractors failing to meet these requirements may face financial sanctions up to the assigned HUB percentage value of the contract.

Opportunity text

MPS seeks quotes for a contractor to provide moving services as needed at a variety of MPS sites. Items to be moved will consist primarily of books that are typically found in a school, but will occasionally consist of other school related goods. While the majority of moving assignments will be between MPS buildings, there may be occasions when off-site pickups within the Milwaukee area may be required. All MPS buildings are within the city of Milwaukee. No quantities are guaranteed. MPS reserves the right to choose multiple vendors to fulfill its need. MPS anticipates it will have both large and small moves throughout the contract term. However, a typical move will require two movers (one also acting as the driver), one truck, and can be completed in one day or less. PLEASE NOTE: NO COMMUNICATION REGARDING THIS REQUEST MAY OCCUR OUTSIDE OF THE BONFIRE MESSAGING SYSTEM; ANY ATTEMPTS TO CONTACT MPS REGARDING THIS REQUEST WILL BE GROUNDS FOR DISQUALIFICATION.
