About this file
This document is a Scope of Services Request for Proposals (RFP 1156) issued by Milwaukee Public Schools (MPS) through its Department of Procurement & Risk Management for moving services. MPS seeks a contractor to provide moving services at various district sites, primarily involving books and school-related goods, with moves occurring between MPS buildings and potentially including off-site pickups within Milwaukee. The contract is anticipated to run for three years from March 1, 2026 through February 28, 2029, with no guaranteed minimum number of moving assignments. A typical move will require two movers (one serving as driver), one truck, and can be completed in one day or less, with MPS reserving the right to select multiple vendors to fulfill its needs.
The solicitation includes comprehensive minimum requirements for the moving contractor, including specific operational parameters such as work hours (8:00 a.m. to 3:30 p.m., Monday through Friday), workforce qualifications, equipment specifications, and building access protocols. Contractors must meet detailed insurance requirements, including $1 million in commercial general liability, $1 million in automobile liability, and $5 million in umbrella liability, with the Milwaukee Board of School Directors to be named as an additional insured. Award will be based on the lowest responsive bid that conforms to all minimum requirements, with MPS conducting ongoing performance reviews focusing on efficiency, customer service, problem-solving responsiveness, and invoicing processes.

Milwaukee Public Schools Request for Proposals 1156 Moving Services
Scope of Services and Minimum Requirements
MPS seeks quotes for a contractor to provide moving services as needed at a variety of MPS sites. Items to be moved will consist primarily of books that are typically found in a school, but will occasionally consist of other school related goods. While the majority of moving assignments will be between MPS buildings, there may be occasions when off-site pickups within the Milwaukee area may be required. All MPS buildings are within the city of Milwaukee. No quantities are guaranteed. MPS reserves the right to choose multiple vendors to fulfill its need.
MPS anticipates it will have both large and small moves throughout the contract term. However, a typical move will require two movers (one also acting as the driver), one truck, and can be completed in one day or less.
Minimum Requirements
1. The contractor must be available within typical work times to be awarded a contract. Typical assignments start at 8:00 a.m. and must be completed by 3:30 p.m. of the same day, Monday through Friday. However, with some assignments overtime hours may be possible. Any overtime hours must be approved in advance by the designated MPS representative.
2. The contractor must arrive at the move site promptly with all necessary labor and materials to complete the job (e.g. dollies, hand carts, flat beds, cartons/boxes, tape and shrink-wrap) within the time frames set by MPS. The contractor is responsible for safeguarding and protecting its work materials, tools and equipment, and is required to provide necessary safety equipment for its employees.
3. All trucks used must be weather-tight. The contractor must verify the weight of the property/equipment being moved will not hinder delivery or damage property during transport. A contractor must provide the necessary protection, padding, and equipment without additional charge to MPS.
4. All moving services must include pickup from an inside location and delivery to an inside location. Loading dock facilities are not guaranteed at every location. MPS engineers will not assist with loading or unloading trucks.
5. The workforce of the contractor must consist of full-time professional moving personnel that are identifiable by uniforms or visible company ID badges to ensure security within school buildings. Part-time personnel may be used provided they are supervised by a full-time professional and meet the identification requirements. MPS reserves the right to request the replacement of personnel assigned by the contractor at no additional cost to MPS if, in MPS’ sole discretion, it is determined that the personnel does not adequately meet the needs of MPS.
6. When moving equipment in an area where students are located, the contractor must allow the students to clear the area before moving beginning.
7. The contractor must have the ability to carry out moving requirements at a site which cannot accommodate a pallet through a door or for which there are no elevators. There are some MPS sites with these limitations.
8. Contractor must have rolling bins/carts that allow the transport of goods to be moved.
9. Any MPS property for which contractor is responsible must be delivered to the destination site in good condition. Prior to beginning work and at the completion of work, it is the contractor’s responsibility to make MPS aware of any items that are damaged. Any inspections MPS choses to conduct will take place prior to approval of invoices.
10. The contractor must identify any existing damage to the building/property prior to commencing work. The contractor will provide property protection that is reasonable and necessary as determined by MPS. If damage ensues due to negligent activity, the contractor must immediately repair the damage in a manner acceptable to MPS, or MPS will have the option, but not the obligation, to repair and charge the contractor for all repair costs (this includes, but is not limited to gouges in the floor that cannot be easily buffed out or excessive scratches/gouges on walls or doors).
11. During moves, the contractor must monitor open doors to ensure building security and ensure that unauthorized persons are not allowed access into the building.
12. Respondent’s personnel must have the appropriate, valid license(s) to perform the tasks for the MPS assignment (e.g. valid driver’s license for the equipment to be used.)
13. Respondent must meet the following minimum insurance requirements:
Workers Compensation Statutory Limits Employers Liability
| Bodily Injury by Accident | $500,000 each accident |

Workers compensation coverage shall be modified to include a Waiver of Subrogation Endorsement in favor of the Milwaukee Board of School Directors. Evidence of all required insurances of contractor shall be given to MPS. All insurance coverage for the additional insureds shall be on a primary and non-contributory basis. All policies shall provide that any insurance maintained by the additional insureds is excess and non-contributing with any insurance required hereunder. The above are dedicated limits for Milwaukee Public Schools project(s) and are not to be impaired by exhaustion of the aggregate. Certificates of Insurance evidencing the above coverages must be furnished to the Milwaukee Board of School Directors prior to the commencement of any work and on an annual basis thereafter. Contractor or their insurer to provide 30 days written notice to Milwaukee Board of School Directors should any of the contractor’s insurance policies be cancelled before their expiration date.
Unless otherwise agreed to in writing by MPS, insurance is to be placed with insurers who have a Best’s Insurance Reports rating of no less than A- and a financial size of no less than Class VIII, and who are authorized as an admitted insurance company in the State of Wisconsin.
14. Respondents must demonstrate a successful track record of providing similar services to other commercial clients, as documented in the “Experience Assessment” documents submitted with proposal.
15. Hourly time charges for Services start with the arrival of the Vendor at the District site and end at the time of the last District site departure. There is no billing of hours “to” and “from” the District site.
MPS reserves the right to award to more than one contractor if doing so would be in the best interests of MPS. If multiple contracts are awarded, MPS will determine moving assignments based on the particular conditions for the assignment, particular experience of the contractor, submitted fees, and availability.
