About this file
This document is an Alternative Placement Sites information sheet from Milwaukee Public Schools (MPS), featuring multiple community-based organizations that can assist contractors with student engagement requirements. The document lists six alternative placement partners: All Hands Boatworks, Arts@Large, Lead 2 Change, MPS Contract Compliance Services (CCS), MPS Division of Facility Management Services (DFMS), Reflo Inc, and WRTP BigStep. These organizations provide options for contractors to fulfill student employment requirements, with MPS serving as a statutory employer for student placements.
The placement options include two primary models through MPS: Contract Compliance Services (CCS) and DFMS. CCS offers an alternative placement where contractors are invoiced for wages plus 15% to cover taxes, and the organization coordinates student placement and manages monthly reporting. The DFMS option specifically provides a 450-hour trade apprenticeship at $15/hour, but is only available if the contractor's full student employment requirement matches the 450-hour program. Each listed organization provides contact information, including phone numbers, email addresses, and websites, to facilitate contractor engagement. Contractors are responsible for reporting student employment performance and are encouraged to negotiate terms with the selected placement site.

Alternative placement sites are approved community-based partners familiar with assisting contractors with the fulfillment of student engagement requirements. MPS contractors are responsible for contacting the eligible sites listed, and must report student employment performance via its contract record. It is not expected the selected site assumes this reporting responsibility, but it is recommended the MPS contractor negotiate the terms of its conditions for the site selection

Milwaukee Public Schools – DFMS
DFMS offers an alternative student placement option, serving as the statutory employer for a 450-hour trade apprenticeship at $15/hour. Contractors are invoiced for wages plus 15% to cover taxes. DFMS handles placement and monthly
CCRS reporting. This option is only available if the contractor’s full student employment requirement matches the 450-hour program. If the student employment requirements do not meet 450 hours over the full contract duration, you are not eligible for this option. If the DFMS placement does not fulfill the contractor’s total required student employment hours, an additional placement method must be used to meet the full requirement. 505@milwaukee.k12.wi.us mailto:bill@allhandsboatworks.org http://www.allhandboatworks.org/ mailto:phillip@artsatlargeinc.org http://www.artsatlargeinc.org/ mailto:graysondl@lead2changeinc.org http://www.lead2changeinc.org/ mailto:505@milwaukee.k12.wi.us mailto:twhite@wrtp.org http://www.wrtp.org/ mailto:Justin.hegarty@refloH2o.com http://www.refloh2o.com/ mailto:505@milwaukee.k12.wi.us
