About this file

This document is a directive from the Milwaukee Public Schools (MPS) Department of Contract Compliance Services, dated October 8, 2020, addressing student engagement assignments during the COVID-19 pandemic. The document outlines three primary student employment options for contractors and vendors: (1) company-based placement sites with detailed COVID-19 compliance plans, (2) alternative placement sites with approved partners, and (3) student intern sponsorship where contractors provide wages and administrative fees to MPS for student placement.

The directive also introduces virtual career education remediation options in lieu of in-person activities, including virtual industry panels, mock interviews, career fairs, field trips, job shadowing, and YouTube industry videos. Contractors can demonstrate minimal responsiveness by submitting specific schedules (H1-A, H1-B, or H1-C) detailing their student engagement approach. For those unable to directly place students, a $1,500 donation per 12-month contract term for a 10-hour career education assignment is offered as an alternative. The document emphasizes that contract requirements will not be waived, but flexibility will be provided to adhere to CDC COVID-19 guidelines.

RE: Directive on Complying with Student Engagement Assignments During COVID-

This communication provides clarification, and expectations related to fulfilling contract requirements for the Student Engagement Program. Please be advised requirements will not be waived, however flexibility will be afforded as we adjust and adhere to the Centers for Disease

Control and Prevention COVID-19 guidelines.

The following information provides available options to your company to clarify how to proceed with complying with contract assignments for the foreseeable future.

Student Employment Options:

a. Company-based placement sites: The site of the contracted vendor. A detailed plan, including the proposed student schedule is required. If pursuing this option COVID-19 guidelines must be adhered to, and should be included within the proposed plan.

Remote-project based assignments may be available via this option further complying with local ordinances. Please account for all resources within the proposed plan, including but not limited to: oversight of the remote-based student employee, necessary equipment such as company issued laptop, and access to various computer applications such as Microsoft Office, etc.

b. Alternative placement sites: Contracts with an approved partner to ensure fulfillment of the assigned requirement. This option is pursued when various limitations affect the employment from occurring at the contracted business partner’s place of operations. A list of approved sites is attached. A detailed plan, including the proposed student schedule is required. If pursuing this option COVID-19 guidelines must be adhered to, and should be included within the proposed plan.

c. Student Intern Sponsorship: Contractor/vendors will provide the student employment wages, and associated administrative fees (approximately 15% of total wages) to

Contract Compliance Services to reconcile outstanding non-compliance. MPS will assume the responsibility/liability of on-boarding and successfully placing the student interns within the most appropriate employment opportunity. The placement will ensure students gain valuable experience which may include remote-project-based assignments and or on-site placement within an MPS school or internal department.

Career Education Virtual Remediations: At this time live or in-person district-wide engagement activities are postponed; therefore, the options below will incorporate virtual solutions companies can pursue working in concert with the Department of Contract

Compliance Services.

a. Virtual industry panel-contractor/vendor would provide a video conference around their industry focus

b. Virtual mock interviews

c. Virtual career fairs

d. Virtual field trips

e. Virtual job shadowing

f. YouTube industry related videos

g. Donation of $1,500 per 12-month contract term for a 10-hour career education hour assignment

h. Other (please specify within Schedule H1-B)

To demonstrate minimal responsiveness, respondents must submit the schedule H1-A Student

Employment Commitment Plan, H1-B Student Career Awareness Plan or the H1-C

Alternative Placement in lieu of H1-A. For those firms interested in pursuing the Student

Intern Sponsorship option there are explicit procedures on accomplishing this option and CCS will identify those next steps after a resulting contract award is approved by the Milwaukee

Board of School Directors.
