About this opportunity
Bartow County, Georgia is issuing Request for Bid (RFB) 26-001 for the Cassville White Road Bridge Widening Project, which involves the rehabilitation of two existing undersized bridges located on Cassville White Road near the I-75 Interchange. The project scope includes demolishing the superstructures of both bridges and replacing them with proprietary Sandwich Plate System (SPS) superstructures tied to new wide flange beams, which will increase lane widths from approximately 9 feet to 11 feet. The easternmost bridge requires minor substructure modifications including new wing walls and caps on all four corners, while ancillary work encompasses new guardrails, markings, signage, creek debris removal, and pavement widening for approximately 250 feet on both sides of both bridges. Bidders must be GDOT-prequalified contractors or registered subcontractors and must submit sealed bids by February 20, 2026 at 2:00 PM, with a rescheduled pre-bid conference on January 30, 2026 at 10:00 AM and an extended question deadline of February 3, 2026 at 5:00 PM. Successful contractors must complete all work within a 92-day timeline between May 1 and July 31, 2026, with Commissioner approval scheduled for March 11, 2026. Evaluation will be based on price and specified criteria, with the contract awarded to the lowest responsible and responsive bidder. Required qualifications include submission of a 5 percent bid bond, Performance Bond at 100 percent of contract price, Payment Bond at 110 percent of the Performance Bond, and Maintenance Bond at 100 percent of contract price, along with proof of General Liability Insurance and Workers' Compensation Insurance with Bartow County listed as additional insured.
All bidders must comply with E-Verify requirements, GDOT Qualified Products List specifications, and federal compliance standards including Executive Order 11246 and the Copeland Anti-Kickback Act, and must submit a completed DBE Goals Form and Georgia Security and Immigration Compliance Act Affidavit with their bids. Bids may not be withdrawn for 60 days following the bid opening, and liquidated damages may be imposed for failure to meet performance requirements in accordance with GDOT Standard Specifications 2024 edition. All material testing will be conducted by GDOT using qualified products from the GDOT Qualified Products List. Wilson Construction Management, LLC, located at 135 West Cherokee Avenue, Suite 124, Cartersville, Georgia 30120-3101, was selected as the lowest responsible bidder for this project with an award value of $1,062,578. Prior to Notice to Proceed, Cartersville Gas will relocate the gas line, and the contractor will receive the Bridge Foundation Investigation Report with boring logs and revised plans with milling limits outlined.
