The Commonwealth of Kentucky Department of Parks is issuing Request for Bids (RFB-154-26, Solicitation No. RFB 785 2600000352) for the procurement and installation of furniture across six state resort park locations: Lake Barkley SRP Lodge, Lake Cumberland SRP Lodge and Guestrooms, Barren River Lake SRP Lodge and Guestrooms, Cumberland Falls SRP Guestrooms, Lake Cumberland SRP Conference Center, and General Butler SRP Conference Center. The scope encompasses comprehensive furnishings including seating (banquet stacking chairs, lounge chairs, dining chairs, task chairs, and stools), tables (banquet tables, coffee tables, side tables, and dining tables), custom guestroom casework (dressers, desks, bed units in various configurations), soft furnishings (sofas, benches, and ottomans), lighting fixtures, mirrors, bed scarves, window treatments, artwork, cabinets, and accessories across motel-style buildings, lodge facilities, and conference centers. The procurement specifies exact quantities and technical specifications detailed in Attachments G through K, with requirements for commercial-grade durability standards including upholstery rated at 100,000 to 400,000 double rubs, manufacturer warranties ranging from one to twenty-five years depending on product category, and coordination with general contractors for delivery logistics including stair-carry delivery at locations without loading docks. Installation is scheduled staggered across locations from June through December 2026, with contract term extending sixty calendar days after final installation. The bid submission deadline is February 17, 2026, at 1:30 PM ET, with vendors' written questions due February 7, 2026, at 3:00 PM ET and Commonwealth responses provided February 10, 2026. Award will be made on a best value basis evaluated on price (90 points) and warranty period in months (10 points), with a single contract awarded to cover all locations. Bidders must be registered in the Commonwealth eProcurement System and submit all pricing electronically as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales and use taxes, with pricing submitted on required Bid Sheet and Furniture Cost Breakdown forms, and may propose equal or alternate products meeting or exceeding minimum specifications with supporting documentation.
Bidders must comply with Kentucky resident bidder preference provisions and qualified bidder preferences where applicable, with specific provisions for nonprofit organizations that further Kentucky's charitable purposes or employ individuals with severe disabilities, the latter requiring at least seventy-five percent of direct labor man hours performed by individuals with severe disabilities and current registration as a nonprofit in good standing with the Kentucky Secretary of State. All bidders must submit required affidavits attesting to compliance with Kentucky campaign finance laws, resident bidder status requiring one year of prior Kentucky corporate income tax filings and active workers' compensation policies as of the contract advertisement date, and must obtain Kentucky Tax Registration (Form 10A100) and provide a Certificate of Authority if a foreign entity. All proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date, with payment terms established at net 30 days and the Commonwealth providing no deposits for commodity purchases. No specific budget range or award value is disclosed in the solicitation documents; the actual contract amount is to be determined based on bidder proposals and evaluation of best value criteria.
