About this opportunity
The City of Phoenix is soliciting sealed offers for emergency restoration services through a five-year firm fixed-price contract commencing December 1, 2026, or upon City Council approval, whichever is later, with no extension options. This Request for Proposal seeks to establish a contractor list to provide mitigation and restoration services including carpentry, masonry, plumbing, electrical, roofing, flooring, emergency cleanup, and water damage restoration on an as-needed basis for privately owned residential and commercial properties affected by water main breaks, sewer backups, and damage caused by City vehicle operations. Contractors must be certified by the Institute of Inspection Cleaning and Restoration Certification (IICRC), possess more than one year of experience serving public entities, and demonstrate minimum three years of emergency restoration experience within the last five years. Required insurance includes Commercial General Liability ($2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Professional Liability ($1,000,000), and Contractor's Pollution Liability ($2,000,000 per occurrence). Critical response time requirements mandate acknowledgment of emergency requests within 15 minutes and on-site arrival within 2 hours, while scheduled work requires acknowledgment within one hour and arrival within four hours. Evaluation criteria weight pricing at 20 percent, with the remaining 80 percent allocated to method of approach (32 percent), capacity (27 percent), and qualifications/experience (21 percent). The solicitation was released April 8, 2026, with a non-mandatory pre-offer conference on April 15, 2026, written inquiries due by April 24, 2026 at 5:00 p.m., and sealed offers due May 8, 2026 at 2:00 p.m. via the City's OpenGov Procurement Portal.
The solicitation includes mandatory Disadvantaged Business Enterprise (DBE) requirements under 49 CFR Part 26, mandating prompt payment to subcontractors within seven days of receipt of payment from the City. All contractors must comply with Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, the Age Discrimination Act of 1975, and nondiscrimination requirements prohibiting discrimination based on race, color, national origin, creed, sex, age, and disability. Contractors must verify employment eligibility through E-Verify per Arizona Revised Statutes Section 23-214(A) and comply with City of Phoenix Equal Employment Opportunity ordinances and heat safety mitigation plans for outdoor work per Phoenix City Code Section 18-411. Additionally, all contractors must complete Federal Transit Administration (FTA) certifications addressing tax liability, debarment and suspension status, lobbying activities, and Buy America requirements, with offers that do not include applicable completed certifications subject to rejection as nonresponsive. Contractors working on aviation-related projects must acknowledge receipt of sensitive security information controlled under 49 C.F.R. Parts 15 and 1520. No specific award value or budget range is disclosed in the solicitation materials, and no incumbent vendors or current contractors are identified.
