About this file

This addendum document amends the City of Phoenix's solicitation for emergency restoration services. The addendum extends the sealed offer due date to October 18, 2022 at 2:00 p.m. via the City's OpenGov Procurement Portal. The solicitation seeks to establish a contractor list for mitigation and restoration services including carpentry, masonry, plumbing, electrical, roofing, flooring, emergency cleanup, and water damage restoration on an as-needed basis for privately owned residential and commercial properties affected by water main breaks, sewer backups, and damage caused by City vehicle operations. The five-year firm fixed-price contract will commence December 1, 2026, or upon City Council approval, whichever is later, with no extension options. A non-mandatory pre-offer conference was held on April 15, 2026, with written inquiries previously due by April 24, 2026 at 5:00 p.m.

Contractors must be certified by the Institute of Inspection Cleaning and Restoration Certification (IICRC), possess more than one year of experience serving public entities, and demonstrate minimum three years of emergency restoration experience within the last five years. Required insurance includes Commercial General Liability ($2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Professional Liability ($1,000,000), and Contractor's Pollution Liability ($2,000,000 per occurrence). Evaluation criteria weight pricing at 20 percent, with the remaining 80 percent allocated to method of approach (32 percent), capacity (27 percent), and qualifications/experience (21 percent). Critical response time requirements mandate acknowledgment of emergency requests within 15 minutes and on-site arrival within 2 hours, while scheduled work requires acknowledgment within one hour and arrival within four hours. Mandatory Disadvantaged Business Enterprise (DBE) requirements apply under 49 CFR Part 26, mandating prompt payment to subcontractors within seven days of receipt of payment from the City. Contractors must complete Federal Transit Administration (FTA) certifications and comply with various federal and local regulations, including Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, E-Verify employment eligibility verification, and City of Phoenix Equal Employment Opportunity ordinances.
