About this opportunity

The City of Ocala is seeking bids on residential rehabilitation of a property at 631 West Silver Springs Place under ITB CHS/260751, with bids due July 9, 2026. A non-mandatory pre-bid meeting was held May 28, 2026 at the project site.

Bidders must be Florida-licensed General or Building Contractors with a minimum of three years of residential rehabilitation experience. The scope encompasses roof replacement with tear-off and deck repair, plumbing system upgrades, complete bathroom renovation with accessibility features, HVAC system replacement with minimum 16 SEER2 Energy Star certification, kitchen cabinet and countertop replacement, new flooring installation, interior repairs and painting, and exterior repairs including new porch steps with handrails. The property is approximately 1,160 square feet and was constructed in 1937. All work must comply with the current Florida Building Code and be completed within sixty calendar days of the Notice to Proceed. Contractors must begin work within ten calendar days of receiving the Notice to Proceed and perform a minimum of thirty percent of work with their own forces.

Lead-based paint was identified on five surfaces (three deteriorated exterior wood siding components and two window casings); all lead abatement must be performed by a licensed and insured Lead Abatement Contractor using lead-safe work practices, followed by clearance examination by a certified Lead Inspector/Risk Assessor. An asbestos survey found no asbestos-containing materials above the one percent threshold across 25 bulk samples, though concealed materials may require sampling if discovered during renovation.

Bids must be submitted on a lump sum basis including all direct and indirect costs and must address all line items. A $300 permit cost allowance is included in the project budget. Award goes to the lowest responsive bidder meeting all requirements. The contractor must provide a twelve-month material and labor warranty and is subject to liquidated damages of $250 per calendar day for non-completion. Commercial General Liability insurance of $1 million per occurrence / $2 million aggregate, Commercial Auto Liability of $1 million combined single limit, and Workers' Compensation insurance as required by Florida law are mandatory. The project is funded through a Community Development Block Grant.
