About this opportunity
The Idaho Department of Juvenile Corrections (IDJC) has issued a Request for Quote (RFQ) for the production of four videos: three facility tour videos and one Custody Review Board (CRB) informational video. The facility tour videos will replace existing content for Juvenile Correction Centers in Lewiston, Nampa, and Saint Anthony, with each video expected to be approximately 5-6 minutes long. These videos must incorporate motion graphics, voiceover narration, aerial drone footage, and interviews, with primary filming scheduled between mid-May and mid-August 2024, and additional filming at the Saint Anthony facility in November or December 2024. The CRB video should be formatted similarly to the existing Judicial Rule 19 video on IDJC's YouTube channel. Quotes are due by 4:59:59 PM Mountain time on February 28, 2024, with the contract term anticipated to be no longer than six months from the award date through December 31, 2024. The evaluation will be based on a total points score of 1,000 points, with 450 points allocated to requirements responses and 550 points to pricing. IDJC reserves the right to require references, which would be considered in the award decision.
There are no specific set-aside designations mentioned in the solicitation, and vendors located both inside and outside of Idaho are eligible to participate. The estimated project budget ranges between $20,000 and $35,000. The IDJC has strict guidelines regarding the filming of juveniles, prohibiting the use of video equipment or photographs that could identify any individuals in their care. While family member interviews may be possible, the department will prioritize protecting the privacy rights of juveniles. Payment terms are Net 30, and the contractor must obtain workers' compensation coverage as required by law. The solicitation does not provide information about incumbent vendors or existing video infrastructure. Interested vendors must carefully follow the RFQ requirements, including submitting a comprehensive response that addresses the technical specifications, demonstrates capability to produce high-quality facility tour and informational videos, and provides a competitive pricing structure that aligns with the project's budgetary constraints.
