About this file
This document is an Amendment 1 to Request for Quote (RFQ) 322 issued by the Idaho Department of Juvenile Corrections (IDJC) for the production of Facility Tour Videos and a CRB Video. The RFQ has been revised to change the response due date to 5:00 p.m. Mountain time on February 28, 2024, update an email address, and add a new paragraph to the Invoicing section. The RFQ clarifies that vendors located outside of Idaho are eligible to participate, and provides responses to vendor questions regarding video production budgets, filming of residents, and interviews with family members. The RFQ estimates the project cost to be between $20,000 and $35,000.
The IDJC has a policy of protecting the privacy rights of juveniles in their care, and will not allow the use of video equipment or photographs that could identify any juveniles. However, the IDJC is open to having family members interviewed at the facilities if possible. No other changes have been made to the RFQ.

AMENDMENT 1
TO: All concerned vendors
RE: RFQ 322, Request for Quote (RFQ) for Production of Facility Tour Videos and CRB Video, closing (as of this amendment) 5:00 p.m. Mountain time, February 28, 2024.
Please note that IPRO reflects that an amendment has already been posted. That amendment was done by Luma team staff to correct a system issue. This Amendment 1 is the first amendment that IDJC is posting to RFQ 322
I. The following are changes made to the RFQ.
1. The RFQ’s main document is hereby deleted and replaced by the main document with “REV 1” in red towards the top of the first page. We have changed the time and the date in section 2.4, changed an email address in section 5, Notices, and we have added a new paragraph to section 11, Invoicing.
II. The following are questions, statements, clarifications, and their responses regarding the referenced RFQ. This additional information is added to and is made part of the referenced RFQ.

Your email states this is due on 28th at 4pm (MST I am assuming) but online it says due 27th at 5pm MST. Can you confirm the time and date?
I’ve contacted the Luma team, and have been advised that IPRO adjusts the time to the time zone you are based in.
Will there be a video or recap notes distributed once its done?
Also my company is based in NY. I wasn't sure if we were allowed to participate since we're not local residents.
Since we identified in the RFQ that information in the meeting will not be official, we are only providing the attached document (see the document with the document file name “Pre-Quote Role Call Etc.pdf”).
There’s nothing preventing a vendor that resides outside of Idaho from participating.
I do not have the business bonding or insurance that the RFQ is requesting.
Will I still be eligible to perform the services if a letterhead waiving any liability to the client is submitted?
Entities that are sole proprietors wouldn’t need to carry workers comp.
If you use personal autos to conduct business, we might be able to allow for that instead of a commercial auto.
We cannot waive Commercial General Liability (CGL).
Essentially, these videos can be produced at different budget and production value levels.
Can you give us any sense of what budget/production value you are looking for?
Or - how much are you looking to improve in the production value of the existing videos?
We are providing the following estimated range for what we anticipate the cost of this project to be:
$20,000.00 to $35,000.00
The Amendment section in Inforgov doesnt appear to have an attachment. Is there supposed to be an Amendment or Addendum attachment to review?
There is no attachment for that amendment (322-1). That was initiated by the Luma team (IPRO is part of the Luma system) to correct a system issue.
Will we be cleared to film some of the actual residents of the facilities? I know sometimes the legal process of filming juveniles can be a complicated process. It appears that the previous videos don't show any residents, but it might make the videos feel more positive and welcoming if we can see some of the population. If not, we can still make the videos work, but it would be helpful to know if that is a possibility.
It is the policy of the Idaho Department of Juvenile Corrections (IDJC) to protect the privacy rights of juveniles that have been committed to their care, and the confidential nature of their placement with the IDJC. The IDJC restricts the use of video equipment, cameras or any other photographic or imaging equipment. Any photographs used externally, still or video, are composed or altered in a manner to ensure that no juvenile can be identified.
Will family members be interviewed at the JCC facilities?
Ideally, yes.
There are no other changes.
Thank you for your interest in supplying the needs of the Idaho Department of Juvenile Corrections.
